Job Overview: The Field Coordinator for the Food Assistance for Assets (FFA) Project will play a pivotal role in the implementation and coordination of the project aimed at supporting communities affected by conflict and disasters. This position requires a proactive approach to ensure that project activities are executed timely and effectively, adhering to WFP policies and operational standards. The Field Coordinator will be responsible for overseeing the delivery of cash-for-work initiatives, voucher-based assistance, and in-kind food distributions, while also ensuring collaboration with local authorities and community structures. The role demands a strong commitment to accountability and quality in project delivery, contributing to the overall objectives of WFP’s Country Strategic Plan in Cambodia. The successful candidate will engage with various stakeholders to facilitate community mobilization and ensure that the project aligns with the needs of vulnerable populations, particularly those affected by the recent border conflict.
Duties and Responsibilities:
Project Coordination and Implementation: Coordinate with local authorities to identify target areas and assess damaged assets for rehabilitation. Ensure the timely execution of FFA activities in accordance with approved work plans and budgets. Facilitate community engagement and participatory planning for asset rehabilitation. Monitor compliance with WFP principles in voucher-for-work activities.
Infrastructure Design and Oversight: Support the planning and design of community asset rehabilitation projects, ensuring community consultations are conducted. Monitor construction works to ensure adherence to technical specifications and safety standards.
Voucher Assistance: Assist in the setup and monitoring of voucher programs for food assistance, ensuring market functionality and vendor engagement.
Retailer and Supplier Management: Coordinate with retail food suppliers for voucher redemption and monitor compliance with food safety standards.
In-kind Food Assistance: Manage the distribution of fortified rice to FFA participants, ensuring logistical arrangements are in place for safe and accountable distributions.
Coordination and Partnerships: Serve as WFP’s focal point for coordination with local authorities and stakeholders involved in FFA implementation.
Monitoring and Reporting: Support routine monitoring of project activities and contribute to field-based reports and donor reporting.
Cross-cutting Considerations: Ensure that gender, protection, and nutrition considerations are integrated into field implementation, adhering to WFP’s Code of Conduct.
Required Qualifications: Candidates must possess a minimum of one year of relevant postgraduate professional experience in humanitarian assistance, emergency response, or security" style="border-bottom: 1px dotted #007bff !important;">security-programs" style="border-bottom: 1px dotted #007bff !important;">food security programs. Experience in cash-based transfers, voucher programs, and community-based infrastructure projects is essential. Strong coordination, communication, and interpersonal skills are required, along with the ability to work effectively in challenging environments. Knowledge of humanitarian principles and community-based approaches is also necessary.
Experience: The position requires at least one year of relevant experience in humanitarian assistance or related fields. Candidates should have demonstrated experience in supporting field-level implementation of food assistance operations and community-based projects. Experience working with local authorities and communities in rural or emergency-affected contexts is highly valued.
Languages: Fluency in both oral and written communication in Khmer and English is mandatory for this role. Proficiency in additional languages may be considered an asset but is not required.
