Job Overview: The consultant will be responsible for delivering the Mid-Term Review (MTR) of the project titled 'Preventing and addressing the degradation of freshwater and marine ecosystems from source to sea.' This project aims to strengthen global-to-local action through the implementation of a Source-to-Sea approach to protect freshwater and marine ecosystems from land and sea-based degradation. The consultant will work under the supervision of the head of the Source-to-Sea Pollution Unit and will be expected to prepare an inception report, draft and final MTR reports, and conduct evaluations based on UNEP's standard evaluation criteria. The role requires a comprehensive understanding of land-based pollution issues and the ability to analyze project progress and impact effectively.
Duties and Responsibilities:
Prepare an inception report and methodology for carrying out the Mid-Term Review (MTR) for the UNEP Programme of Work project. This includes defining objectives and scope, developing survey questionnaires, and outlining the workplan for the MTR.
Prepare a Draft MTR report that includes reviews of project progress, management effectiveness, and recommendations for improvements.
Prepare a Final MTR report that addresses review comments and is accepted by the UNEP Source-to-Sea Pollution Unit Team. The consultant will also be responsible for conducting interviews, focus group discussions, and gathering data to support the evaluation process.
Required Qualifications: An advanced university degree (Master's or equivalent) in environmental sciences, engineering, economy, international development, or other relevant natural sciences is required. A first-level university degree with relevant experience may be accepted in lieu of an advanced degree. The candidate must have at least 2 years of experience in conducting mid-term reviews or evaluations for UN Agencies on multi-country projects or programmes. Experience working with multi-disciplinary teams and on projects related to wastewater, nutrient pollution, or sand extraction is highly desirable. A comprehensive understanding of land-based sources of pollution and the source-to-sea approach is also required.
Educational Background: Candidates must possess an advanced university degree (Master's or equivalent) in relevant fields such as environmental sciences, engineering, economy, or international development. A first-level university degree may be accepted if accompanied by relevant experience. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively evaluate the project and provide insightful recommendations.
Experience: The position requires a minimum of 2 years of experience in conducting mid-term reviews or evaluations for UN Agencies, specifically on multi-country projects or programmes. Candidates should have experience working in multi-disciplinary teams and familiarity with projects related to wastewater, nutrient pollution, or sand extraction. Additionally, experience in evaluating large regional or global programmes and using a Theory of Change approach is essential for this role.
Languages: The working languages of the United Nations Secretariat are English and French. For this consultancy position, an advanced level of proficiency in both oral and written English is required. Knowledge of French is considered an asset but is not mandatory. The ability to communicate effectively in English is crucial for the successful execution of the duties and responsibilities associated with this role.
