Job Posting Organization:
The position is located within the Support Partnerships Service (SPS) of the Division for Special Activities (DSA) in the Department of Operational Support (DOS) of the United Nations. The DOS was established to provide comprehensive operational support advisory services and solutions to various entities across the UN Secretariat, including departments, field missions, and regional commissions. DSA is responsible for overseeing specialized operational capacities and supporting special situations such as start-ups, transitions, and emergencies. SPS specifically focuses on coordinating and maintaining partnerships with key stakeholders, including regional organizations and governments, to facilitate operational support.

Job Overview:
The Programme Management Officer will play a crucial role in developing, implementing, and evaluating partnership initiatives that support the operational goals of the United Nations. This position requires a proactive approach to managing partnerships and operational support efforts, particularly in relation to the Global Support Framework (GSF) through the United Nations Support Office in Honduras (UNSOH). The officer will be involved in monitoring and assessing partnership initiatives, analyzing program/project developments, and providing substantive support for meetings and conferences. The role also includes conducting outreach activities, training workshops, and field missions, which necessitates strong analytical and communication skills to effectively engage with various stakeholders and present findings and recommendations.

Duties and Responsibilities:
The Programme Management Officer will be responsible for a wide range of duties, including: supporting the development and evaluation of cooperation initiatives; monitoring and assessing partnership initiatives; participating in program/project planning and implementation; analyzing program/project developments; preparing written outputs such as reports and background papers; providing support for meetings and conferences; conducting outreach activities and training workshops; leading field missions; coordinating budget and funding activities; liaising with Member States and organizations to enhance operational support; and performing other duties as required. This role demands a high level of professionalism, communication, and organizational skills to effectively manage multiple responsibilities and ensure successful outcomes.

Required Qualifications:
Candidates must possess strong analytical skills, the ability to integrate knowledge with strategic objectives, and a deep understanding of the UN system and field operations. Professionalism, effective communication, and planning and organizing skills are essential. The officer should demonstrate a commitment to gender perspectives and the equal participation of women and men in all areas of work. The ability to influence others and work collaboratively in a diverse environment is also crucial.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, law, economics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in project or programme management, administration, law, or a related area is required. Candidates should have experience engaging with donors and managing partnership-related programmes within international organizations. Experience providing strategic advisory support to senior officials and drafting policy briefings and analytical reports is also necessary. Familiarity with field operations of international organizations and supporting entities in special contexts is desirable.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, also requiring a minimum proficiency level of UN Level II in all language skills. Candidates should be able to communicate effectively in both languages, particularly in a professional context.
