Job Overview:
The UN Volunteer GBV Technical Officer will play a crucial role in supporting the implementation, monitoring, and reporting of GBV programs in Aleppo, Syria. This position is essential for enhancing the quality and reach of GBV prevention and response interventions in a complex operational environment. The incumbent will work under the supervision of the Head of Aleppo Sub-Office, contributing to the formulation and design of Annual Work Plans (AWPs) aligned with the Humanitarian Response Plan. The role involves maintaining effective relationships with implementing partners, government counterparts, and UN agencies to facilitate timely project delivery and identify capacity-building needs. The UN Volunteer will also assist in advocacy efforts, resource mobilization, and the documentation of GBV trends and issues to inform ongoing programming. This position is vital for ensuring consistent field presence and effective monitoring across the wide geographic coverage of the office's area of responsibility, ultimately aiming to improve the accessibility and quality of GBV services for women and girls in Syria.

Duties and Responsibilities:
The UN Volunteer GBV Technical Officer will be responsible for a comprehensive set of duties, including:
  • Collaborating with government counterparts, NGOs, and other partners to support the formulation and design of Annual Work Plans (AWPs) in line with the Humanitarian Response Plan and country program.
  • Maintaining effective working relationships with Implementing Partners (IPs), facilitating timely delivery of project activities, and identifying capacity-building needs of partner staff.
  • Documenting and analyzing GBV trends and issues, sharing findings with the team to inform ongoing programming.
  • Assisting in advocacy and resource mobilization efforts, including proposal development and preparation of GBV advocacy materials.
  • Monitoring project expenditures and budgets, ensuring alignment with approved work plans.
  • Analyzing and reporting on the local political, social, and economic context relevant to GBV.
  • Providing technical support to implementing partners through regular field visits, mentoring, and capacity-building support.
  • Supporting the establishment and strengthening of women’s and adolescent girls’ groups.
  • Contributing to the implementation of women’s empowerment initiatives in Aleppo and Idlib. 1
  • Providing technical guidance to GBV case management staff and supporting case management coordination. 1
  • Ensuring ethical data collection and GBV information management practices. 1
  • Promoting the inclusion of persons with disabilities and engaging men and boys in GBV prevention and response activities. 1
  • Supporting integration of GBV interventions with other program areas to enhance coherence and resource utilization. 1
  • Maintaining regular communication with field teams and providing technical support on GBV-related issues. 1
  • Collaborating with M&E, Communications, and Programme/Operations Support units to support monitoring and reporting of GBV interventions. 1
  • Supporting coordination mechanisms, including GBV mainstreaming across SRH and Youth programs. 1
  • Performing any other duties as assigned by the supervisor.

Required Qualifications:
Candidates for the UN Volunteer GBV Technical Officer position should possess a strong set of qualifications, including:
  • A deep understanding of gender-based violence issues and the humanitarian context in Syria.
  • Proven experience in program design, implementation, and monitoring, particularly in GBV or related fields.
  • Strong analytical skills to assess GBV trends and inform programming.
  • Excellent communication and interpersonal skills to build effective relationships with diverse stakeholders.
  • Ability to work collaboratively in a team environment and manage multiple tasks effectively.
  • Familiarity with UNFPA standards and Inter-Agency Standing Committee (IASC) GBV guidelines.
  • Experience in advocacy and resource mobilization efforts at the field level.

Educational Background:
The educational background required for the UN Volunteer GBV Technical Officer position includes:

Languages:
The mandatory language requirement for this position is proficiency in English. Knowledge of Arabic is highly desirable, as it is essential for effective communication with local partners and communities. Additional Notes:
This position is a national UN Volunteer assignment based in Aleppo, Syria. The UN Volunteer will be responsible for arranging their own housing and living essentials. The benefits package includes a monthly Volunteer Living Allowance (VLA) of USD 919, a Danger and Hardship Differential of USD 275.8, an entry lump sum of USD 350, medical and life insurance, and free access to various learning platforms. An exit lump sum will be paid upon successful completion of the assignment. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions in Syria.
