Job Overview:
The Payroll and Offboarding Officer plays a crucial role in ensuring the accurate, timely, and compliant administration of payroll and People & Culture processes across various pay areas. This position is responsible for end-to-end payroll operations, which include simulations, error resolution, off-cycle runs, retroactive adjustments, and separation payments. The officer also manages the Separation from Service, Pension, and Health Insurance Administration, interpreting and approving HR entitlements and benefits. The role requires providing expert guidance to management and staff on HR policies, supervising team members, delivering training, and driving process improvements to enhance efficiency and service quality. The officer will work under the direct supervision of the HR Payroll-Offboarding Manager and will be involved in key functions such as Payroll Management, Separation from Service, Pension & After-Service Health Insurance Administration, Team Leadership, Training & Capacity Building, Process Improvement & Projects, and Data Analysis & Reporting.

Duties and Responsibilities:
  • Manage payroll operations ensuring accuracy and compliance with UN/UNICEF regulations.
  • Oversee the administration of Separation from Service, Pension, and Health Insurance processes.
  • Provide expert guidance on HR policies and procedures to management and staff.
  • Supervise and lead a team, fostering a high-performance culture.
  • Deliver training and capacity-building initiatives for team members.
  • Drive process improvements to enhance payroll efficiency and service quality.
  • Conduct data analysis and reporting related to payroll and offboarding processes.
  • Resolve payroll-related errors and discrepancies in a timely manner.
  • Ensure compliance with all relevant laws and regulations regarding payroll and employee benefits. 1
  • Collaborate with other departments to ensure seamless payroll operations.

Required Qualifications:
  • A university degree in Human Resources, Business Administration, Finance, or a relevant area is required.
  • A minimum of 2 years of relevant work experience in payroll, human resources, benefits, and entitlements, or related fields is required.
  • Strong knowledge and practical experience with SAP is essential.
  • Advanced skills in presentation, PowerPoint, and Excel are considered an asset.
  • Fluency in English (verbal and written) is required.
  • Desirable qualifications include work experience with the UN or an international organization, experience in delivering Payroll & Offboarding solutions with a strong client focus, and supervisory experience in leading high-performing teams.

Educational Background:
Candidates must possess a university degree in Human Resources, Business Administration, Finance, or a related field. This educational background is essential to understand the complexities of payroll management and human resources processes.

Experience:
The position requires a minimum of 2 years of relevant work experience in payroll, human resources, benefits, and entitlements, or other related fields. This experience is crucial for managing payroll operations and ensuring compliance with regulations.

Languages:
Fluency in English is mandatory for this position, both verbal and written. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an asset and may enhance a candidate's profile.
