Job Overview: The Programme Management Officer position is situated within UNEP's Multilateral Environmental Agreements Unit (MEAs Unit) in the Corporate Services Division. The incumbent will play a crucial role in ensuring the effective coordination and management of administrative and corporate legal components related to UNEP's MEAs Secretariats. This position requires collaboration with various UNEP divisions and offices, particularly the Law Division, to enhance programmatic cooperation and support the governance of MEA governing bodies. The officer will also be responsible for developing policies and operational guidance, managing knowledge sharing platforms, and conducting research and analysis to improve administrative efficiency. The role demands a proactive approach to identifying trends and providing insights through data visualization methods, ultimately contributing to the strategic planning and decision-making processes within UNEP.
Duties and Responsibilities:
Coordination with Corporate Services and UNEP Divisions: Ensure timely delivery of administrative and legal components related to UNEP MEAs Secretariats, collaborate with relevant divisions, and support data collection and analysis.
Governance and Support to MEA Governing Bodies: Provide coordination support to the Conference of the Parties and subsidiary bodies, and offer guidance on corporate legal issues.
Policy, Procedures, and Operational Guidance Development: Review and develop policies and standard operating procedures relevant to MEAs Secretariats.
Knowledge Management, Visibility, and Experience Sharing: Develop platforms for knowledge management and enhance visibility of MEAs Secretariats.
Research, Analysis, and Reporting: Prepare written outputs, conduct research, and provide recommendations to improve administrative support.
Perform other related duties as required.
Required Qualifications: Candidates must possess a strong understanding of environmental issues and sustainable development, particularly in relation to Multilateral Environmental Agreements. They should demonstrate analytical skills, the ability to conduct independent research, and proficiency in data collection and analysis. The role requires excellent organizational skills, the ability to manage conflicting priorities, and a commitment to gender equality in the workplace. Candidates should also exhibit professionalism, client orientation, and accountability in their work.
Educational Background: An advanced university degree (Master's degree or equivalent) in law, business administration, economics, or a related field is required. Alternatively, a first-level university degree combined with at least two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
Experience: A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area in the environmental field is required. Candidates should have experience working with Multilateral Environmental Agreements Secretariats and in corporate policy and legal advisory services. Experience in supporting senior officials and implementing change management initiatives is desirable, as is familiarity with UN administrative policies and procedures. Additionally, candidates should have experience in data analytics or related areas.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset.
Additional Notes: The appointment for this position is for a period of one year and may be subject to extension based on the continued existence of the mandate and availability of funding. The position is classified as a fixed-term appointment limited to the entity, and renewal is contingent upon the aforementioned factors.
