Job Overview: The Programme Analyst position at UN Women in Brazil is pivotal for the effective management of the organization's programs. Reporting to the Deputy Head of Programme, the analyst will provide substantive inputs to the design, formulation, implementation, and evaluation of programs. The role involves close collaboration with various stakeholders, including government officials, donors, and civil society, to ensure successful program implementation. The Programme Analyst will coordinate the overall work plan development and implementation, monitor results achieved during program execution, and ensure adherence to systems and procedures. This position requires a proactive approach to identifying areas for support and intervention, as well as the ability to provide technical assistance and capacity development to project partners. The analyst will also contribute to advocacy, knowledge building, and communication efforts, ensuring that UN Women's mission and objectives are effectively communicated and supported.
Duties and Responsibilities:
Coordinate the overall Programme/Portfolio work plan development and implementation according to the Strategic Note/programme document.
Gather inputs and coordinate the preparation of workplans, periodic narrative progress reports, and expenditure status reports for the Programme Board and UN Women.
Establish systems for project planning, implementation, and monitoring in collaboration with partners.
Record and maintain documents on relevant Programme activities, issues, and risks.
Monitor the implementation of activities and the expenditure of funds, conducting regular monitoring visits as required.
Draft and provide inputs to annual and quarterly reports, coordinating the submission of implementing partner financial and narrative reports.
Coordinate the development and preparation of financial resources for the programme, including budgeting and expenditure tracking.
Supervise Programme Associates, Assistants, and Consultants.
Provide technical inputs to the design and formulation of programme/project proposals and initiatives. 1
Lead the implementation of programme activities and coordinate calls for proposals, including organizing technical review committees. 1
Coordinate and organize advocacy campaigns, events, trainings, and workshops, and develop knowledge management methodologies and products.
Required Qualifications: Candidates must possess a Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an added advantage. Candidates should demonstrate good programme formulation, implementation, monitoring, and evaluation skills, as well as a strong understanding of Results Based Management. They should also possess the ability to gather and interpret data, reach logical conclusions, and present findings and recommendations effectively.
Educational Background: A Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required for this position. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage, enhancing the candidate's qualifications for the role.
Experience: Candidates should have at least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in the Women’s Economic Empowerment area is desirable, as is experience coordinating and liaising with government agencies and/or donors. Additionally, candidates should have experience leading and coaching staff in international settings, as well as proficiency in using computers and office software packages (MS Word, Excel, etc.) and web-based management systems. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is also desirable.
Languages: Fluency in English and Portuguese is required for this position. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is considered desirable, as it may enhance communication and collaboration with diverse stakeholders.
