The Office of the Under-Secretary-General (OUSG) operates under the Department of Operational Support (DOS) within the United Nations. The mission of the OUSG is to provide strategic leadership and support to the Under-Secretary-General for Operational Support in decision-making processes and governance. Job Overview:
The Consultant for Positive Legacy Planning will play a vital role in supporting the implementation of the DOS Environment Strategy for Peace Operations. This position involves developing guidance materials and templates for positive legacy planning in peace operations, which are essential for ensuring that missions leave a beneficial impact on the environment and communities they serve. The consultant will work closely with field missions to create preliminary positive legacy plans and will be responsible for reviewing existing guidance documents to incorporate positive legacy considerations. The role requires responding to queries from missions regarding the implementation of positive legacy mandates and aggregating environmental performance data to assess progress. The consultant will also attend relevant meetings and conferences, preparing written summaries and assisting with follow-up actions. This position is home-based but includes travel to field missions, emphasizing the need for flexibility and adaptability in various working environments.

Duties and Responsibilities:
The Consultant will be tasked with a comprehensive set of responsibilities, including:
  • Developing draft guidance materials on positive legacy planning for peace operations, including creating templates for pilot use by missions.
  • Supporting field missions in the development of preliminary positive legacy plans, in response to requests from the General Assembly.
  • Reviewing existing guidance documents to ensure the integration of positive legacy considerations.
  • Responding to mission queries regarding the implementation of positive legacy mandates, including the use of tools and templates, integration of existing systems, and data collection.
  • Aggregating and analyzing environmental performance data from clients related to positive legacy.
  • Attending meetings, conferences, and events pertinent to the assigned work area, preparing written summaries and assisting with follow-up actions.
  • Drafting, coordinating, and reviewing reports, background papers, presentations, and other official correspondence relevant to deliverables.
  • Supporting preparations for official meetings, including drafting background papers and communications to participants.
  • Liaising with environmental focal points in UN Secretariat entities supported by DOS and other UN departments, funds, and programs on positive legacy as required. 1
  • Performing other duties as required related to the deliverables.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in renewable energy, environmental management, engineering, public policy, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A minimum of two years of progressively responsible experience in planning and executing renewable energy projects or in the broader environmental management field is required. Experience working on environmental management in the context of UN peacekeeping is essential, while experience in evaluating environmental compliance and coordinating projects with a wide range of stakeholders is desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as renewable energy, environmental management, engineering, or public policy. Candidates with a first-level university degree may be considered if they have two additional years of qualifying experience, demonstrating the importance of both formal education and practical experience in this role.

Experience:
The position requires a minimum of two years of progressively responsible experience in the planning and execution of renewable energy projects or in the broader environmental management field. Candidates must have experience working on environmental management specifically in the context of UN peacekeeping operations, which is crucial for understanding the unique challenges and requirements of this role. Additionally, experience in evaluating environmental compliance and coordinating projects with diverse stakeholders is considered advantageous.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is also beneficial, as it is another official language of the UN. Proficiency in any other official United Nations language would be considered an advantage, enhancing the candidate's ability to communicate effectively in a multilingual environment.
