Job Overview:
The position of National Expert for conducting a Cost-Benefit Analysis (CBA) of flood protection interventions is crucial for assessing the economic viability of flood protection and drought management measures in selected villages in Laos. The consultant will collaborate with the UNDP Project Management Unit (PMU) to evaluate the Integrated Water Resources Management and Ecosystem-based Adaptation (IWRM-EbA) project. The primary objective is to analyze the costs associated with implementing flood protection measures against the potential economic losses from disasters such as floods and droughts. The consultant will conduct a comprehensive desk review of existing project data, relevant literature, and reports to develop a methodological framework for the CBA. This analysis will highlight the benefits of investing in flood protection and drought management, potentially influencing future investments in vulnerable areas. The expert will be expected to utilize existing project information and coordinate with local authorities to gather necessary data for the analysis.

Duties and Responsibilities:
The National Expert will have a range of duties and responsibilities, including:
  • Preparing an inception report that outlines data collection methods, validation techniques, and a comprehensive table of contents.
  • Suggesting a clear methodology with indicators that encompass environmental, social, and economic dimensions for a multifaceted assessment.
  • Conducting a desk review to gather relevant project data and analyzing this data to perform the CBA without the need for field visits.
  • Preparing detailed descriptions of each flood protection infrastructure, assessing its characteristics, usefulness, and economic viability.
  • Factoring in climate projections to evaluate the economic impacts of project interventions over time.
  • Presenting and validating findings to stakeholders, including the PMU, Department of Water Resources (DWR), and UNDP Country Office.
  • Formulating a comprehensive CBA report that articulates methodology, assumptions, limitations, and results, including key economic indicators such as Net Present Value (NPV), Internal Rate of Return (IRR), and Benefit-Cost Ratio (BCR).
  • Conducting scenario testing and sensitivity analysis to ensure the analysis is accessible to a broad audience.
  • Preparing a final report that includes clear criteria for cost-benefit analysis and cost-effectiveness assessment, comparing project interventions with conventional grey infrastructure alternatives.

Required Qualifications:
The ideal candidate for this position should possess a strong background in economics, environmental science, or a related field. They should have proven expertise in conducting cost-benefit analyses, particularly in the context of environmental projects. Familiarity with flood protection and drought management strategies is essential. The candidate should also have experience in data analysis and report writing, with the ability to communicate complex information clearly to diverse stakeholders. Strong analytical skills and proficiency in quantitative methods are required, along with the ability to work independently and collaboratively with various teams.

Educational Background:
Candidates should hold at least a Master's degree in economics, environmental science, or a related discipline. A Ph.D. in a relevant field would be an advantage. Additional certifications or training in cost-benefit analysis or project management would be beneficial.

Experience:
The position requires a minimum of 5 years of relevant professional experience in conducting cost-benefit analyses, particularly in the context of environmental or disaster management projects. Experience working with international organizations, government agencies, or NGOs in similar roles is highly desirable. The candidate should demonstrate a track record of successfully completing similar assignments and producing high-quality reports.

Languages:
Fluency in English is mandatory, as the reports and communications will be conducted in this language. Knowledge of Lao or other local languages would be considered an asset, as it may facilitate communication with local stakeholders and authorities.

Additional Notes:
The assignment is expected to last for 20 working days. The consultant will work on an individual contractor basis, and proposals must be submitted directly through the UNDP supplier portal by the specified deadline.
