Job Posting Organization: The position is located within the Reimbursement Claims Management and Performance Section (RCMPS) of the Uniformed Capabilities Support Division (UCSD), which is part of the Office of Supply Chain Management (OSCM) in the Department of Operational Support (DOS) of the United Nations. The Department of Operational Support was established to provide operational advisory services to various entities across the UN Secretariat, including departments, offices away from headquarters, field missions, and regional commissions. The OSCM encompasses several divisions, including the Logistics Division, Procurement Division, and Global Service Center, among others. UCSD serves as the primary point of contact for operational and policy matters related to support and reimbursement for military and police contingents deployed in UN field operations. The reimbursement payments to contributing countries represent one of the largest costs associated with UN peacekeeping efforts. RCMPS is tasked with the calculations, analysis, and processing of reimbursements to troop and police-contributing countries for contingent personnel, major equipment, self-sustainment, and compensation for death and disability for all uniformed personnel. The incumbent will report to the Chief of Section or a designated official.
Job Overview: The Finance & Budget Assistant will play a crucial role in supporting the financial and budgetary functions of the RCMPS. The position involves assisting in the preparation and analysis of the medium-term plan and its revisions, preparing supporting documents for budget proposals, and assisting managers in resource requirement elaboration for budget submissions. The incumbent will monitor expenditures against the approved budget, prepare adjustments as necessary, and review requisitions for goods and services to ensure proper allocation of funds. The role also includes preparing budget performance submissions and finalizing budget performance reports, ensuring the integrity of financial databases, and verifying the accuracy of input data. The Finance & Budget Assistant will also be responsible for calculating and validating various claims related to contingent-owned equipment, uniformed personnel reimbursement, and death and disability compensation. The position requires keeping up-to-date with relevant documents and guidelines, drafting correspondence related to financial matters, and potentially providing guidance and training to other staff members in the area of responsibility.
Duties and Responsibilities: The Finance & Budget Assistant will be responsible for a wide range of duties, including:
Providing support in the review, analysis, and preparation of the medium-term plan and its revisions.
Preparing supporting documents for budget proposals, including narrative and supporting tables.
Assisting managers in elaborating resource requirements for budget submissions.
Conducting research and providing support to higher-level Finance & Budget Officers during budget reviews.
Monitoring expenditures and comparing them with the approved budget, preparing necessary adjustments.
Reviewing requisitions for goods and services to ensure correct expenditure allocation and fund availability.
Assisting in the preparation of budget performance submissions and finalizing budget performance reports, analyzing variances between approved budgets and actual expenditures.
Monitoring the integrity of financial databases and verifying the accuracy of input data.
Coordinating with other finance and budget staff on related issues during budget report preparation. 1
Preparing requests to the Controller’s Office regarding fund redeployment and to the Finance section regarding fund movement. 1
Reviewing monthly troop strength reports for uniformed personnel. 1
Calculating, reviewing, and validating claims related to contingent-owned equipment, uniformed personnel reimbursement, and death and disability compensation. 1
Performing cost center manager functions for major equipment and self-sustainment claims. 1
Preparing management information analysis and reports, acting as a local process expert for Uniformed Capabilities Management. 1
Keeping up-to-date on relevant documents and guidelines, ensuring compliance with intergovernmental recommendations and UN policies. 1
Drafting correspondence in response to inquiries regarding financial and budget matters. 1
Maintaining and organizing files. 1
Providing guidance, training, and daily supervision to other general service staff as needed. 1
Performing other related duties as assigned.
Required Qualifications: Candidates must possess a high school diploma or equivalent. A minimum of seven years of experience in finance, budget, accounting, administrative services, or a related area is required. For candidates with a first-level university degree or higher, the minimum experience requirement is reduced to five years. Experience in applying financial rules and procedures is essential, along with proficiency in using computer systems, including financial modules and automated budgeting and accounting systems. Familiarity with spreadsheets and word processing applications is also required. Experience in processing complex claims based on negotiated agreements is desirable, as is experience in programming and support of systems.
Educational Background: The educational requirement for this position is a high school diploma or equivalent. Candidates with a first-level university degree or higher will have a reduced experience requirement, indicating that higher education is valued and may lead to a more competitive application.
Experience: The position requires a minimum of seven years of relevant experience in finance, budget, accounting, administrative services, or a related area. This requirement is reduced to five years for candidates who possess a first-level university degree or higher. Candidates should have experience in applying financial rules and procedures, as well as proficiency in using financial systems and software.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and while it is not mandatory for this position, proficiency in French may be considered an asset.
Additional Notes: This position is temporarily available as soon as possible until June 30, 2026, with a possibility of extension. If the selected candidate is an internal staff member of the United Nations Secretariat, the selection will be recorded as a temporary assignment.
