Job Overview: The National Expert for NDDR and NDDA Preparation will play a crucial role in supporting the Ministry of Telecommunications and Information Technology in Tunis by reviewing and refining the National Digital Development Review (NDDR) and developing the National Digital Development Agenda (NDDA). This position requires a deep understanding of digital technologies and their impact on sustainable development, as well as the ability to analyze and synthesize complex data. The expert will be responsible for ensuring that the NDDR reflects the current digital landscape and aligns with the strategic goals of the Arab Digital Agenda. The role involves collaboration with various stakeholders, including government entities and ESCWA teams, to ensure comprehensive and accurate reporting on digital development priorities.
Duties and Responsibilities: The National Expert will undertake several key responsibilities, including:
Reviewing the first draft of the NDDR produced by the Ministry team, ensuring it meets the required standards and guidelines.
Utilizing the updated ESCWA Guiding manual to refine the structure and outline of the NDDR.
Verifying and validating the data collected in the draft, ensuring its accuracy and completeness according to the five main clusters of digital development.
Conducting research to gather additional data necessary for the NDDR, ensuring it comprehensively covers all relevant aspects of digital development.
Completing the addendum to the NDDR by incorporating additional information that reflects emerging priorities in digital development.
Coordinating with the NDDR National Focal Point to engage stakeholders in providing necessary information and data.
Ensuring all data presented in the NDDR is properly referenced and maintaining a comprehensive bibliography.
Producing a final draft of the NDDR that is ready for conversion into an official national report.
Assisting in the development of the NDDA by analyzing the final NDDR, translating national needs into strategic directions, and ensuring alignment with the Arab Digital Agenda. 1
Working closely with the Ministry and ESCWA teams to ensure national ownership and readiness for endorsement and adoption of the NDDA.
Required Qualifications: Candidates must possess a Master's degree in Information and Communication Technology (ICT) or a related field, with a Ph.D. in ICT or a related field being desirable. All applicants are required to submit a copy of their educational qualifications, as incomplete applications will not be considered. Additionally, candidates should have at least 5 years of experience in technology-related research and issues, with a strong understanding of planning and strategy development being advantageous.
Educational Background: The position requires a Master's degree in ICT or a related field. A Ph.D. in ICT or a related field is preferred, indicating a higher level of expertise and research capability in the field of digital development and technology.
Experience: A minimum of 5 years of relevant experience in technology-related research and issues is required. Languages: Fluency in Arabic is mandatory for this position, as it is a working language of ESCWA. Knowledge of English is also desirable, as it is one of the working languages of the United Nations Secretariat. Fluency in Arabic means being rated as 'fluent' in speaking, reading, writing, and understanding the language, while knowledge of English requires a 'confident' rating in at least two of the four areas.
