Job Overview:
The Finance Officer position is a critical role within the EpiC project in Cameroon, which is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). The Finance Officer will oversee financial operations and ensure compliance with accounting principles and practices. This role involves managing finance and administrative associates, reporting to the Senior Finance & Operations Officer, and performing essential accounting functions. The Finance Officer will coordinate financial monitoring, provide guidance to project finance staff, and ensure the fiscal health of the project. The position requires a strong understanding of financial management in a non-profit context, particularly in relation to HIV epidemic control initiatives.

Duties and Responsibilities:
The Finance Officer will be responsible for a variety of tasks including applying accounting principles to budgeting, forecasting, and cost accounting. Key responsibilities include reviewing monthly financial reports, conducting reconciliations, assisting with internal and external audits, and preparing risk assessment reports. The officer will also manage the general ledger accounts, support field programs through training on financial systems, and ensure compliance with Cameroonian tax laws. The role requires the preparation of financial statements and reports, as well as participation in system design and implementation of control systems. The Finance Officer will also advise on tax exemptions and financial efficiencies available to non-profit entities under Cameroonian law, contributing to strategic financial planning and risk mitigation.

Required Qualifications:
Candidates must possess a Bachelor's Degree or its international equivalent in Accounting, Business Administration, Finance, or a related field. A minimum of 5 years of progressively responsible experience in accounting, finance, and operational management is required, particularly in a government contracting environment. Knowledge of U.S. Government grants and auditing standards is essential, along with proficiency in spreadsheet software. Candidates should demonstrate excellent analytical and organizational skills, as well as sensitivity to cultural differences and an understanding of the sociopolitical context in which they will operate.

Educational Background:
The educational requirement for this position includes a Bachelor's Degree in Accounting, Business Administration, Finance, or a related field. This educational background is crucial for understanding the complexities of financial management within a non-profit organization, particularly in the context of international development and public health initiatives.

Experience:
The ideal candidate should have at least 5 years of relevant experience in accounting and finance, with a focus on operational management in a non-governmental organization (NGO) setting. Experience in a government contracting environment is preferred, as is prior team lead experience. Familiarity with financial management in insecure environments is also beneficial, as the role may involve navigating complex operational challenges.

Languages:
Fluency in French is required for this position, as it is the primary language of communication in Cameroon. Proficiency in English is preferred, as it may be necessary for reporting and communication with international stakeholders and partners.
