Job Overview:
The Finance Officer position is crucial for managing the financial and administrative aspects of the EpiC project in Cameroon, which is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). This role involves overseeing the financial operations of the project, ensuring compliance with accounting principles and practices, and providing guidance to project finance and operations staff. The Finance Officer will be responsible for maintaining accurate financial records, processing transactions, and preparing financial reports. This position requires a strong understanding of both local and international financial regulations, particularly those related to non-profit organizations, and the ability to work collaboratively with various stakeholders, including government entities and community organizations.

Duties and Responsibilities:
The Finance Officer will perform a variety of accounting functions, including but not limited to: managing financial operations, supporting financial monitoring, and ensuring the fiscal health of the project. Specific duties include reviewing and consolidating financial reports, processing journal entries and cash receipts, maintaining general ledger accounts, and producing accounting reports. The officer will also conduct training sessions for field programs on financial systems, assist with internal and external audits, prepare risk assessment reports, and ensure compliance with Cameroonian tax laws. Additionally, the Finance Officer will be involved in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis projects, reconciliation of accounts, and the preparation of reports requiring interpretation and analysis. This role demands a proactive approach to problem-solving and the ability to adapt to changing financial environments.

Required Qualifications:
Candidates must possess a Bachelor's Degree or its international equivalent in Accounting, Business Administration, Finance, or a related field. A minimum of 5 years of progressively responsible experience in accounting, finance, and operational management is required, particularly in a government contracting environment. Knowledge of U.S. Government grants and auditing standards is essential, as is proficiency in spreadsheet software. Candidates should demonstrate excellent analytical and organizational skills, as well as sensitivity to cultural differences and an understanding of the sociopolitical context in which they will be operating. Experience in insecure environments and working with non-governmental organizations (NGOs) is preferred, along with prior team leadership experience.

Educational Background:
The educational background required for this position includes a Bachelor's Degree in Accounting, Business Administration, Finance, or a related field. This foundational education is critical for understanding the complexities of financial management within the context of a non-profit organization and for ensuring compliance with both local and international financial regulations.

Experience:
The ideal candidate should have at least 5 years of progressively responsible experience in accounting, finance, and operational management. This experience should ideally include work in a government contracting environment, where familiarity with U.S. Government grants and auditing standards is crucial. Candidates with experience in non-governmental organizations (NGOs) will be given preference, particularly those who have demonstrated leadership capabilities in previous roles.

Languages:
Fluency in French is required for this position, as it is essential for communication within the local context. Proficiency in English is preferred, as it may be necessary for reporting and collaboration with international partners. Candidates who are bilingual will have a distinct advantage in this role, given the diverse stakeholder engagement involved.

Additional Notes:
This position is full-time and offers a competitive salary range of XAF 9,000,000 - 11,000,000 annually. The salary will be determined based on various factors, including the applicant's relevant experience and education, internal equity, market pay, and budget considerations.
