Job Overview:
The Associate Finance & Budget Officer plays a crucial role in the financial management and budgetary processes of the OHCHR in Maputo, Mozambique. This position involves reviewing and analyzing budget proposals, assisting in the preparation of resource requirements, and monitoring budget implementation. The incumbent will ensure compliance with UN rules and regulations while administering extra-budgetary resources. The role requires a strong understanding of financial documents and the ability to analyze variances between approved budgets and actual expenditures. The Associate Finance & Budget Officer will also contribute to data collection and analysis, providing insights for decision-making and reporting. This position is essential for maintaining the financial integrity of the organization's operations in Mozambique and supporting its mission to promote human rights.

Duties and Responsibilities:
The duties and responsibilities of the Associate Finance & Budget Officer include: reviewing and finalizing cost estimates and budget proposals; analyzing program budget implications; assisting managers in resource requirement elaboration; monitoring budget implementation and recommending fund reallocations; ensuring requisitions align with authorized budget levels; administering extra-budgetary resources; reviewing budget performance reports; processing financial documents; analyzing accounting data; keeping up-to-date with relevant guidelines; contributing to data collection and analysis; and performing other related duties as assigned. The role requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to ensure effective financial management.

Required Qualifications:
Candidates must possess a strong background in finance, administration, or business administration. The ideal candidate will demonstrate professionalism, accountability, and client orientation. They should have the ability to identify and resolve budgetary issues, analyze data effectively, and communicate insights to management. Educational Background:
An advanced university degree (Master's degree or equivalent) in business administration, finance, or a related field is required. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage, enhancing the candidate's qualifications for this role.

Experience:
A minimum of two years of progressively responsible experience in finance, administration, budget, or business administration is required. Additionally, at least one year of experience with the United Nations System or a similar international organization is desirable. Experience in data analytics or a related area is also beneficial, as it aligns with the role's responsibilities in data-driven decision-making and reporting.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, with a minimum level of II in reading, writing, listening, and speaking. Proficiency in Portuguese is also required, with the same minimum level of II in all language skills. This bilingual requirement ensures effective communication within the organization and with local stakeholders.
