Job Overview:
The Cash and Market Systems PDM role is pivotal in driving the design of programs that enhance market systems for beneficiaries in Nigeria. This position entails providing technical leadership in market systems and cash voucher assistance (CVA), guiding the strategic development and management of programs from inception through to implementation and close-out. The role involves leading the multi-sector Rapid Response Mechanism (RRM), which is delivered exclusively through Multi-Purpose Cash Assistance (MPCA) and local partners. The Cash and Market Systems PDM will have the opportunity to influence NRC's programming by applying systems thinking, bridging program and support teams, and collaborating across Core Competencies (CCs). Key responsibilities include supporting cash- and market-sensitive CC strategies, conducting market and feasibility assessments, and developing systems, standards, and tools to enhance quality, efficiency, monitoring, reporting, and risk management. The position also emphasizes strengthening cross-departmental coordination, building the capacity of NRC and partner staff, and engaging in external coordination platforms such as the Cash Working Group (CWG) and RRM Working Group, alongside private sector and state actors.

Duties and Responsibilities:
The Cash and Market Systems PDM will be responsible for a variety of tasks, including: A. Strategy and Technical Leadership: Contributing to market systems specific inputs for the Country Strategy, Response Plans, and CC strategies, including innovative technologies; designing systemic interventions that address the root causes of market dysfunctions affecting vulnerable displacement-affected people; identifying strategic leverage points for co-investment and building public and private sector partnerships; monitoring interventions and adapting strategies based on results; and strengthening NRC operational systems readiness for effective cash and market systems interventions. B. Programme Implementation and Technical Support: Leading the implementation of the RRM component in coordination with local partners; providing technical guidance to field teams on emergency response implementation; reviewing and adapting SOPs specific to interventions; collaborating with implementation partners and field teams to ensure targets are met; and ensuring reporting tools are in place for daily tracking of distributions. C. Capacity Building and Knowledge Management: Developing and implementing a capacity building plan tailored to the needs of partners and NRC staff; working closely with MEAL to document lessons learned and success stories; and ensuring program impact of market-based programs. D. Market Analysis and Evidence Generation: Assisting CC teams in designing and conducting market analyses; selecting methodologies for analyzing market systems; and supporting logistics and program teams in planning and executing Type 1 market analysis. E. Reporting, Risk Management, and Compliance: Managing the compilation of activity and periodic reports; developing and maintaining updated risk management plans; and devising risk monitoring systems. F. Representation and Coordination: Engaging and influencing decisions at CWG, RRM Working Group, and other coordination platforms while fostering effective relationships.

Required Qualifications:
The position requires a Bachelor's degree in social sciences, Development Studies, Business Studies, Economics, or a related field. Candidates should have at least 4 years of field experience in cash and market-based programming with a focus on market systems. A strong understanding of the specific demands of CVA and market-based programming in humanitarian response settings is essential, along with demonstrated experience in multi-sector emergency response, including MPCA and RRM. Experience in building partnerships with the private sector and working with local partners is also required. Familiarity with digital payment platforms and CVA delivery tools is important, as well as strong strategic thinking abilities and proven accountability for program components. Candidates should have experience working in complex and volatile contexts and possess strong coordination skills. Fluency in English, both spoken and written, is mandatory.

Educational Background:
Candidates must possess a Bachelor's degree in social sciences, Development Studies, Business Studies, Economics, or another relevant field. This educational background is crucial for understanding the complexities of cash and market systems in humanitarian contexts and for effectively contributing to the organization's mission.

Experience:
The position requires at least 4 years of relevant field experience in cash and market-based programming, particularly with a focus on market systems. Candidates should have a solid understanding of the specific demands of cash voucher assistance (CVA) and market-based programming in humanitarian response settings, including experience with multi-sector emergency response initiatives. Experience in building partnerships with the private sector and working with local partners is also essential, as is familiarity with digital payment platforms and CVA delivery tools.

Languages:
Fluency in English, both spoken and written, is a mandatory requirement for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the operational context in Nigeria.

Additional Notes:
The duty station for this position is Abuja, Nigeria, with a contract duration of 6 months and the possibility of extension. The salary is classified as Grade 9 on NRC’s salary scale.
