Job Overview: The Consultant for Resource Mobilization and South-South Cooperation will play a crucial role in advancing the resource mobilization efforts and the South-South cooperation portfolio of the secretariat. This position requires a proactive approach to support the organization of consultations with traditional and non-traditional donors, as well as the facilitation of the eighth Asia-Pacific Directors General Forum for South-South and Triangular Cooperation. The consultant will also be responsible for maintaining the South-South Cooperation Connector and the SPMD Gateway, ensuring that all relevant materials are updated and disseminated effectively. The role is flexible in terms of work location, allowing for remote work while also requiring in-person attendance at the duty station when necessary. The expected duration of the consultancy is from April 25, 2026, to January 24, 2027, with a consultancy fee of US$44,451, paid based on the successful delivery of three key deliverables.
Duties and Responsibilities: The Consultant will have a comprehensive set of duties and responsibilities, including:
Resource Mobilization and Partnerships: a) Support the organization of annual consultations with traditional donors; b) Assist in organizing ad-hoc meetings with partners and developing outreach materials; c) Aid in the communication and development of project proposals and implementation of projects under the Forum for East Asia-Latin America Cooperation (FEALAC) Trust Fund; d) Track partnership agreements using a donor dashboard; e) Develop and update partnership platforms, including the ESCAP partnership webpage; f) Conduct project and partnership data analysis for all subprogrammes.
South-South and Triangular Cooperation: a) Support the implementation of decisions from the seventh Asia-Pacific Directors General Forum; b) Assist in the conceptualization and organization of the eighth session of the Forum; c) Help organize Emerging Development Partners (EDP) network meetings and workshops; d) Maintain and develop the AI-powered South-South Cooperation Connector; e) Support the implementation of other South-South cooperation activities as required.
Knowledge Management and Communications: a) Coordinate and disseminate Results-Based Management (RBM) training materials; b) Update and maintain the SPMD Gateway and other related communication materials, including original content creation.
Required Qualifications: The position requires a postgraduate degree in Economics, Business Administration, Public Management, Finance, Development, or other social sciences or related areas. Candidates must possess knowledge of the work of ESCAP, particularly in programme and project management. Additionally, experience in data analysis and relevant IT skills, including proficiency in Microsoft Office, are essential. A proven track record in advancing resource mobilization is also required, highlighting the importance of practical experience in the field.
Educational Background: Candidates must hold a postgraduate degree in a relevant field such as Economics, Business Administration, Public Management, Finance, Development, or other social sciences. This educational background is crucial for understanding the complexities of resource mobilization and South-South cooperation, as well as for effectively engaging with various stakeholders in the region.
Experience: The position requires candidates to have substantial experience in resource mobilization, particularly within the context of international organizations or development agencies. Experience in data analysis is also necessary, as the consultant will be responsible for analyzing project and partnership data. Familiarity with the operations of ESCAP and its initiatives will be beneficial, as will any previous work related to South-South cooperation.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the United Nations. Knowledge of other official United Nations languages, as well as languages spoken in the Asia-Pacific region, is considered desirable and may enhance the consultant's ability to engage with diverse stakeholders.
