Job Overview:
The E T Consultant position is part of the Pandemic Fund's Secretariat, which is hosted by the World Bank. The Pandemic Fund is a collaborative partnership aimed at ensuring rapid detection and containment of infectious disease outbreaks. The selected candidate will play a crucial role in the Grant Operations, Portfolio Management, and Monitoring & Evaluation (M&E) team, contributing to the management of a diverse portfolio of projects aimed at strengthening pandemic preparedness and response capacities. The consultant will work closely with internal and external stakeholders to ensure timely delivery of high-quality results, supporting the Board in its oversight function and facilitating smooth project implementation. This role requires a proactive approach to problem-solving and a commitment to teamwork in a dynamic environment.

Duties and Responsibilities:
The duties and responsibilities of the E T Consultant include: contributing to regular portfolio monitoring and preparing progress reports for the Board based on inputs from Implementing Entities; conducting analysis at both portfolio and project levels; providing guidance to project partners on the Pandemic Fund's processes; supporting Governing Board meetings and decision-making; reviewing project change requests and preparing necessary documentation; contributing to results analysis and storytelling for project dissemination; supporting the development of Calls for Proposals; and performing any other functions necessary for the operations of the Pandemic Fund. The consultant will also be responsible for ensuring that all project proposals meet the established requirements and standards.

Required Qualifications:
Candidates must possess a Master’s degree in a relevant discipline and have a minimum of five years of operational experience in program management, particularly in global health and pandemic-related topics. A demonstrated understanding of the global health finance landscape and the ability to navigate institutional relationships is essential. The ideal candidate will have a proven track record in driving impactful public health initiatives, strong analytical skills, and the ability to engage effectively with stakeholders. Excellent communication skills, both oral and written, are required, along with a commitment to teamwork and the ability to work under pressure to meet deadlines.

Educational Background:
A Master’s degree in public health, international development, or a related field is required for this position. Candidates with additional certifications or training in program management or global health will be viewed favorably. The educational background should reflect a strong foundation in health systems, policy analysis, and project management principles.

Experience:
The position requires at least five years of relevant experience in program management, with a focus on global health initiatives. Candidates should have experience in managing complex projects, particularly those related to pandemic prevention and response. A background in working with international organizations or in a multicultural environment is highly desirable, as is experience in stakeholder engagement and management.

Languages:
Fluency in English is mandatory for this position. Proficiency in French or Spanish is preferred, as it will enhance communication with a broader range of stakeholders and partners involved in global health initiatives.
