Job Overview:
The Grants Manager position is crucial for the effective management of subawards under the EpiC project in Colombia, which is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). The role involves overseeing sub-award management, ensuring compliance, and providing technical support to sub-recipients to enhance their grant management capabilities. The Grants Manager will collaborate closely with technical, finance, and project management teams to ensure that subrecipients meet performance expectations and comply with grant requirements. This position is not only about managing funds but also about building the capacity of local organizations to manage their grants effectively, thereby contributing to the overall success of the EpiC project in achieving HIV epidemic control and improving health outcomes in Colombia.

Duties and Responsibilities:
The Grants Manager will be responsible for a wide range of duties including managing EpiC Colombia sub-recipients across various regions, conducting pre-award assessments, reviewing and preparing grant files, coordinating reimbursements, and developing monitoring plans for sub-recipients. The role also includes coordinating the grant process within the country team, developing grant packages, reviewing financial reports, and providing timely feedback to ensure compliance. Additionally, the Grants Manager will conduct capacity strengthening and mentorship for sub-recipients, manage the sub-awardee advance and liquidation process, and ensure that any systemic findings are addressed promptly. The position requires maintaining accurate tracking tools for sub-grants and contracts, conducting on-site visits to validate compliance, and preparing monthly reports summarizing compliance and financial performance. The Grants Manager will also assist in the seamless start-up and close-out processes of sub-awards and perform any other duties as assigned.

Required Qualifications:
Candidates must possess a strong knowledge of sub-award management under USG funding, with excellent oral and written communication skills. Project management skills are essential, along with the ability to influence and collaborate with others. The role requires strong analytical skills to interpret data and prepare reports, as well as proficiency in Excel and document management in SharePoint. Candidates should be resourceful in gathering and analyzing financial data and have the ability to work collaboratively in a multicultural environment.

Educational Background:
A Bachelor's Degree or its international equivalent in Finance, Accounting, Sociology, Anthropology, Social Work, Political Science, Public Administration, International Relations, Business Administration, Law, or any other related social sciences field is required for this position.

Experience:
A minimum of 6 years of relevant experience managing subawards or working with civil society organizations, preferably under USG funding, is required. Candidates should have advanced knowledge of donor rules and regulations, experience managing grants and finance teams, and familiarity with administering international funds and various grant award types. Prior work experience in a non-governmental organization (NGO) is preferred, along with familiarity with the Colombian public health sector and community-based organizations.

Languages:
Fluency in Spanish is mandatory, and advanced proficiency in English is preferred. Candidates should be able to read, write, and speak both languages effectively to communicate with diverse stakeholders.

Additional Notes:
This position is expected to require travel of 10% to 25%. The anticipated salary range for this role is COP 130,000,000 - 170,000,000 annually, depending on factors such as relevant experience and education.
