Job Overview: The Senior Budget & Programming Associate will play a crucial role in coordinating and delivering specialized support services that enhance the planning, monitoring, and analysis of project financial performance. This position is integral to ensuring the optimal use of financial resources within the organization. The incumbent will act as a point of escalation for procedural and technical support, ensuring compliance with WFP financial policies and regulations. The role involves reviewing budget plans, conducting comprehensive analyses of financial performance, and making recommendations to optimize resource utilization. The associate will also support pipeline management to prevent operational disruptions and contribute to the improvement of internal processes and corporate systems. This position requires effective communication with various stakeholders regarding complex fund management matters and the supervision of support staff to ensure consistent service delivery.
Duties and Responsibilities:
Provide procedural and technical support to staff in budget and programming areas, ensuring compliance with WFP financial policies.
Review and analyze budget plans, monitoring project financial performance and making recommendations for optimization.
Analyze fund and grant balances, identifying surpluses and deficits, and suggesting corrective measures.
Support pipeline management to ensure efficient planning and prevent operational breaks.
Contribute to the improvement of internal processes and corporate systems for better budget management.
Review and enter project budget plans in corporate systems for accurate data capture.
Prepare comprehensive reports based on complex data analysis for internal and external stakeholders.
Communicate with stakeholders regarding project funds management to resolve issues.
Supervise support staff and facilitate their learning in budget planning and fund management. 1
Follow emergency preparedness practices to ensure quick response capabilities during crises.
Required Qualifications: Candidates must possess a post-secondary certificate in a related functional area, alongside seven or more years of progressively responsible work experience in the relevant business stream, particularly in general administrative work. The ideal candidate should have experience in coaching and training staff, supporting budgetary management techniques, and coordinating project management activities. Strong analytical skills and the ability to communicate complex financial information effectively are essential.
Educational Background: Completion of secondary school education is required, with a post-secondary certificate in a related functional area being preferred. This educational background equips candidates with the foundational knowledge necessary for effective budget and financial management.
Experience: The position requires a minimum of seven years of progressively responsible experience in relevant fields, particularly in administrative roles that involve budget management and financial analysis. Candidates should demonstrate a strong track record of managing financial resources and supporting project management activities.
Languages: Fluency in English (level C) is mandatory. Depending on the location of the post, fluency or intermediate knowledge of another official UN language may also be required. For field positions, fluency in both oral and written communication in the UN language in use at the duty station is necessary, along with proficiency in the local language if it differs from the UN language.
Additional Notes: This is a Fixed Term, Full-Time position with a duration of 12 months, eligible for extension based on performance and operational needs. The duty station is Bridgetown, Barbados, and the selected candidate may be required to travel regionally and internationally for missions, training, and emergency responses.
