Job Overview:
The Digital Impact Manager will play a crucial role in assisting the Regional Office and Country Offices in the Latin America and Caribbean region with their ICT, Technology for Development (T4D), and Digital Innovation strategies. This position involves overseeing governance and portfolio management processes, ensuring compliance with internal ICT policies related to T4D, and integrating digital tools into UNICEF programming and government systems. The role also focuses on strengthening internal capacity for T4D projects, engaging with key partners, mobilizing resources, and supporting Digital Public Goods. The Digital Impact Manager will guide program teams in identifying and integrating ICT and digital innovations, ensuring effective program delivery and monitoring. This position requires close collaboration with various teams within UNICEF, including the ICT Division and the Office of Innovation, and involves supervising both international and local staff members.

Duties and Responsibilities:
The key functions of the Digital Impact Manager include:
  • Digital/Data Solution Implementation: Overseeing the implementation of digital solutions and ensuring they align with UNICEF's strategic goals.
  • Strategic Oversight and Policy Compliance: Ensuring that all T4D projects comply with UNICEF's policies and governance frameworks.
  • Resource Mobilization: Identifying funding opportunities and mobilizing resources to support T4D initiatives.
  • Portfolio Coordination and Project Management: Managing the portfolio of T4D projects and ensuring they are delivered on time and within budget.
  • Knowledge Management: Documenting lessons learned and best practices to enhance organizational learning.
  • Digital Capacity Building: Developing training programs to enhance the digital skills of UNICEF staff and partners.
  • Digital Innovation: Promoting innovative approaches to leverage technology for programmatic impact.
  • Business Analysis: Conducting analyses to inform decision-making and improve program effectiveness.
  • Leadership and People Management: Leading and managing a diverse team, fostering a collaborative and inclusive work environment.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in fields such as Computer Science, International Development, Digital Transformation, Business Analysis, ICT Management, Innovation, or Digital Development. Alternatively, a Bachelor's degree combined with two additional years of relevant work experience may be accepted for internal staff. Candidates should have at least 8 years of relevant work experience in areas such as Communication, Technology, Digital Data Solution Implementation, Policy Compliance, Project Management, and Digital Capacity Building. Skills in solution design, vendor management, budget oversight, and web technologies are essential.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields. A Bachelor's degree may be accepted in lieu of a Master's degree if combined with sufficient relevant work experience. This flexibility applies specifically to internal staff members.

Experience:
The position requires a minimum of 8 years of relevant work experience, particularly in Communication, Technology, Digital Data Solution Implementation, and Project Management. Experience with ICT, mobile and web-based technologies, and software programming is also necessary. Candidates should have a proven track record in leadership and people management, as well as experience in fragile settings and humanitarian contexts.

Languages:
Fluency in English and Spanish is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian) or a local language is considered an asset, enhancing the candidate's profile.
