Job Overview:
The Investigations Specialist role is primarily focused on assisting with the assessment and investigation of allegations of misconduct within the UNDP framework. This includes handling complex investigations related to fraud, corruption, workplace harassment, and other forms of misconduct. The specialist will be responsible for reviewing complaints, conducting interviews, collecting and managing evidence, and drafting comprehensive reports that summarize findings and recommendations. The position requires a high level of analytical skills, attention to detail, and the ability to communicate effectively with various stakeholders. The role also involves liaising with other UNDP units and external organizations to facilitate investigations and ensure adherence to best practices in investigative procedures. The Investigations Specialist will work under the guidance of the Investigations Team Lead and will contribute to the overall mission of the Office of Audit and Investigations (OAI) by ensuring that investigations are conducted efficiently and effectively, thereby upholding the integrity of the organization.

Duties and Responsibilities:
  • Conduct assessments and investigations into allegations of misconduct, ensuring thorough and effective evaluation of complaints received.
  • Review and analyze evidence related to allegations of fraud, corruption, harassment, and other misconduct, proposing actions for case closure or further investigation.
  • Guide and support the interviewing of witnesses and subjects, ensuring adherence to best practices in obtaining reliable information.
  • Collect, record, and manage evidence, maintaining the chain of custody and demonstrating knowledge of evidence handling protocols.
  • Communicate with complainants, witnesses, and stakeholders on behalf of OAI, ensuring transparency and clarity throughout the investigative process.
  • Draft high-quality reports summarizing findings, conclusions, and recommendations based on evidence collected during investigations.
  • Maintain up-to-date records in the Investigation Section’s database and case files, ensuring accurate documentation of ongoing investigations.
  • Collaborate with other UNDP units and external organizations to facilitate investigations and share best practices.
  • Participate in missions to UNDP offices as required, including in regions with hazardous working conditions. 1
  • Perform other duties as assigned to support the efficient functioning of the Office and the Organization.

Required Qualifications:
  • Advanced university degree (master's degree or equivalent) in Investigations, Law, Fraud Examination, Accounting Forensics, or a related field is required. Alternatively, a first-level university degree (bachelor’s degree) in the stated areas combined with two additional years of qualifying experience will be considered.
  • A minimum of 5 years of relevant work experience with a master’s degree or 7 years with a bachelor’s degree in investigation, law, or related fields is required.
  • Proven experience in writing and editing investigation reports and preparing communication materials is essential.
  • Prior experience working within an international investigation office is desirable, along with familiarity with UNDP policies and procedures.
  • Demonstrated ability to use investigative tools and software, including Microsoft Office Suite and forensic software, is an advantage.

Educational Background:
Candidates must possess an advanced university degree (master's degree or equivalent) in fields such as Investigations, Law, Fraud Examination, Accounting Forensics, or a related discipline. Alternatively, a first-level university degree (bachelor’s degree) in these areas, combined with two additional years of relevant experience, will also be considered. This educational background is crucial for understanding the complexities of investigations and the legal frameworks involved.

Experience:
The position requires a minimum of 5 years of relevant work experience for candidates with a master's degree, or 7 years for those with a bachelor's degree. This experience should be in fields related to investigations, law, or fraud examination, with a strong emphasis on writing and editing investigation reports. Candidates should have a proven track record of working in international settings and familiarity with UNDP or UN systems is highly desirable.

Languages:
Fluency in English and Spanish is mandatory for this position, as the role involves communication with diverse stakeholders in both languages. Proficiency in any other UN official language is considered an advantage, enhancing the candidate's ability to engage with a broader range of international partners and stakeholders.
