Job Overview:
The Emergency Health Technical Advisor position is situated within the Emergency Unit (EmU) of the IRC and plays a crucial role in addressing the significant gaps in health service provision during emergencies. The advisor will work closely with the Emergency Health Senior Technical Advisor to enhance emergency health activities and interventions across the IRC's operations. This role is pivotal in providing technical and strategic guidance during emergency responses, focusing on capacity strengthening, preparedness, and response support. The advisor will also coordinate with various technical units and sectors, ensuring that the IRC is recognized as a reliable provider of critical health and WASH services in emergencies. The position involves leading epidemiological analysis and public health situational assessments, as well as coordinating global initiatives in emergency health, including the development of tools and strategic guidance.

Duties and Responsibilities:
The Emergency Health Technical Advisor will have a diverse set of responsibilities, including:
  • Data Management, System, Tools, and Learning (40%): Providing epidemiologic context to health crises, leading epidemiology support, standardizing emergency health monitoring and evaluation systems, coordinating health emergency response resources, and conducting health analyses across emergencies.
  • Partnerships (20%): Ensuring program quality and accountability in emergency responses, providing technical assistance to partners, and incorporating partnership considerations into design" style="border-bottom: 1px dotted #007bff !important;">program design and proposal development.
  • Country Support (20%): Deploying to support emergency health programming, conducting rapid needs assessments, and advising on emergency health tools and resources.
  • Business Development and Grant Management (20%): Leading the development and submission of strategic proposals related to health in emergencies and supporting emergency health response awards.
  • Team Culture: Promoting a collaborative work environment and contributing to gender equality and diversity initiatives within the organization.

Required Qualifications:
Candidates must possess a Bachelor’s degree in clinical or public health, with a Master of Public Health or equivalent qualification preferred, particularly with a background in Epidemiology. The role requires at least 5 years of experience in health-related program development and implementation in humanitarian or low-resource settings, including a minimum of 2 years in humanitarian contexts. Candidates should demonstrate expertise in health programming, data analysis, and epidemiology, as well as experience collaborating with local and national NGOs and government partners. Strong interpersonal skills, the ability to work in multi-cultural teams, and excellent communication skills are essential.

Educational Background:
The educational requirements for this position include a Bachelor’s degree in clinical or public health, with a Master of Public Health or equivalent being highly desirable. A strong foundation in Epidemiology is crucial for the role, as it involves significant epidemiological analysis and public health situational assessments.

Experience:
The position requires a minimum of 5 years of relevant experience in health-related program development and implementation, particularly in humanitarian, post-conflict, or low-resource settings. At least 2 years of this experience should be in humanitarian contexts, with a strong emphasis on epidemiology, monitoring, evaluation, and learning management.

Languages:
Fluency in English is mandatory, and proficiency in another IRC language such as French, Arabic, or Spanish is strongly prioritized. This linguistic capability is essential for effective communication within the organization and with partners in various regions.

This is a remote position open to candidates based in countries where the IRC operates, provided they have the right to work in their location. The role may require 15-20% travel to unstable areas of emergency response work.
