Job Overview:
The role of the ICLA Coordinator is crucial for ensuring the effective implementation and development of legal information, counseling, and legal assistance services (ICLA) provided by NRC. This position requires a blend of technical skills and coordination capabilities to guarantee that the projects meet the needs of the participants, particularly those requiring protection. The ICLA Coordinator will be responsible for articulating and coordinating the promotion of the rights of forcibly displaced individuals, ensuring that the projects align with NRC's strategic objectives. The coordinator will also develop monitoring and evaluation tools, ensuring that all activities adhere to NRC's global quality standards. This role involves contributing to organizational learning through analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis and reporting, as well as providing training to NRC staff in the ICLA domain. The coordinator will work closely with relevant stakeholders to ensure that services are accessible to the population and that their rights are upheld.

Duties and Responsibilities:
The ICLA Coordinator will have a comprehensive set of responsibilities, including but not limited to: ensuring the programmatic and budgetary implementation of ICLA projects in accordance with NRC's strategy and donor requirements; overseeing the planning and monitoring of project activities using project management cycles; promoting equitable and safe participation of individuals and communities in emergency assistance and durable solutions; conducting needs assessments and collecting information to prioritize responses for vulnerable populations; participating in NRC's coordination and planning routines; maintaining updated contextual information relevant to project implementation; adhering to all administrative, financial, logistical, personnel, and security" style="border-bottom: 1px dotted #007bff !important;">security guidelines set by NRC; conducting technical evaluations and proposing responses in line with ICLA strategy; contributing to program strategy development and project proposals; ensuring community participation in planning phases; preparing donor proposals and reports; facilitating tools for monitoring project activities; managing budgets and costs; preparing periodic reports on program implementation; conducting performance evaluations for team members; and maintaining collaboration with local authorities and key stakeholders.

Required Qualifications:
Candidates must possess a professional degree in Law and demonstrate a minimum of three years of relevant experience in the humanitarian sector. They should have specific technical knowledge applicable to humanitarian contexts, experience working in complex and volatile environments, and documented technical competencies related to the responsibilities of the position. Additionally, candidates should have experience working with vulnerable communities, particularly those affected by armed violence, and experience in providing legal information, counseling, and assistance to diverse population groups. A minimum of three years in coordination, leadership, and field team management is required, along with knowledge of the security context in which NRC operates and familiarity with Latin American political contexts related to forced displacement. Knowledge of project management cycles and international and national regulations concerning human rights and protection is essential, with a preference for familiarity with Colombia's Law 1448 of 2011.

Educational Background:
A professional degree in Law is mandatory for this position. Candidates should have a strong understanding of legal frameworks related to human rights, protection, and refugee status, as well as knowledge of national laws relevant to the context of Colombia and the humanitarian sector.

Experience:
The position requires a minimum of three years of professional experience in relevant fields, particularly in humanitarian work with vulnerable populations. Candidates should have experience in coordination and leadership roles, demonstrating the ability to manage teams effectively in challenging environments. Experience in legal assistance and protection services is highly valued, as well as familiarity with the specific needs of communities affected by violence and displacement.

Languages:
Proficiency in Spanish is mandatory, given the context of the position. Intermediate knowledge of English is also required, as it may be necessary for reporting and communication with international stakeholders. Additional language skills relevant to the local context may be considered an asset.
