Humanity & Inclusion (HI) is an independent and impartial aid organization that was established to work in situations of poverty and exclusion, conflict, and disaster. The organization is dedicated to working alongside people with disabilities and vulnerable populations, taking action to respond to their essential needs, improve their living conditions, and promote respect for their dignity and fundamental rights. HI operates in multiple countries, focusing on inclusive and equitable health systems, and has approximately 350-400 staff with an annual budget of around €20 million. The organization is committed to a disability policy that encourages the inclusion and integration of people with disabilities, and it actively engages in various humanitarian and development challenges across the East Africa region.

Job Overview:
The Regional Health Specialist position is newly created and aims to provide strategic and technical leadership for HI’s health programming across the East, Central, and Southern Africa division. The role involves leading the development and implementation of a regional health strategy, supporting country programs, and strengthening HI’s positioning as a key actor in inclusive, equitable, and resilient health systems. The specialist will ensure the design, quality, and scaling of high-impact, inclusive, and integrated health programs across different countries. This position is crucial in advancing disability-inclusive health equity by enhancing technical quality, supporting program development, delivering technical assistance, building strategic partnerships, and promoting learning and innovation in line with HI's global health strategies and regional operational strategy.

Duties and Responsibilities:
The Regional Health Specialist will have three main responsibilities: 1) Technical Leadership, Strategy & Quality: This includes leading sector strategy in the region, providing technical support to projects, ensuring technical quality control and monitoring, and integrating HI's cross-cutting approaches into health interventions. 2) Programme Development, Partnerships & External Influence: This involves monitoring regional trends, developing strategic partnerships, supporting the development of new project proposals, and representing HI in external coordination and advocacy forums. 3) Knowledge, Learning & Capacity Strengthening: The specialist will coordinate a knowledge management system, promote research and innovation initiatives, and support capacity building for technical and non-technical staff. The role requires active participation in relevant regional sectoral groups and contributing to HI's technical visibility and external communication.

Required Qualifications:
Candidates must possess a Master's degree in public health, global health, health system management and policy, or other health-related fields. A specialization in sub-sectors such as Mental Health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">Psychosocial Support (MHPSS), sexual and reproductive health and rights (SRHR), early childhood development (ECD), or health equity is essential. Additionally, candidates should have a strong understanding of social determinants of health, health equity, intersectionality, human rights, and health systems strengthening.

Educational Background:
A Master's degree in a relevant field is required for this position. Candidates should have specialized knowledge in areas such as mental health, sexual and reproductive health, early childhood development, or health equity, which are critical for addressing the diverse health needs of populations in the East Africa region.

Experience:
Candidates should have at least 3 years of relevant field experience in the health-related sector, preferably within the East, Central, or Southern Africa regions. Experience working across the humanitarian-development nexus, including in health emergencies, is highly desirable. The role requires a strong background in strategy and project management within the health sector.

Languages:
Proficiency in English is mandatory, with an excellent command required for effective communication. Knowledge of French is highly desirable, and familiarity with local languages is considered an asset, enhancing the ability to engage with diverse communities and stakeholders.

Additional Notes:
The position is an international contract lasting 24 months, starting from 1st July 202
  • The contract includes social coverage adapted to the context of the mission, such as unemployment insurance benefits for EU nationals, a pension scheme, medical coverage with a 50% employee contribution, and repatriation insurance paid by HI. The salary package will be based on experience and may vary depending on whether the candidate is from one of the countries in the region or is a resident. Housing will be provided individually by HI.
