Job Overview:
The Program Engagement Consultant-MNO 1 will play a crucial role in supporting the AgriFin Digital Farmer II program, which aims to enhance the livelihoods of smallholder farmers through digitally-enabled services. This position focuses on the Ethiopia MNO Gender Innovation Facility, which seeks to empower low-income women in the digital economy by providing technical assistance to mobile network operators (MNOs). The consultant will engage with various stakeholders to develop inclusive digital products and services that address the specific needs of women. The consultant will be responsible for fostering partnerships, monitoring project progress, and ensuring that the initiatives align with the goals of the BMGF's Women's Economic Empowerment Team. The overarching objective is to bridge the digital divide and create economic opportunities for women in Ethiopia, thereby improving their livelihoods and digital skills.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including but not limited to:
  • Supporting the development of strong partner relationships and project plans, ensuring alignment with the AgriFin program objectives.
  • Assisting in the creation of business and work plans for partners, reviewing existing marketing strategies, operational manuals, and financial documents.
  • Monitoring project progress and providing oversight for technical consultants and third-party providers, addressing any issues that arise.
  • Preparing regular project progress reports and status updates for stakeholders.
  • Conducting due diligence on potential partners and compiling necessary legal documentation.
  • Staying informed about the Ethiopian agri/fintech ecosystems and participating in learning meetings with program stakeholders.
  • Identifying and supporting technical consultants as needed, including preparing terms of reference and scopes of work.
  • Contributing to the learning agenda of the AgriFin program and tracking partner impact metrics.
  • Assisting MNOs in developing proposals to leverage the BMGF Innovation Fund and providing technical assistance in designing and piloting approved concepts. 1
  • Supporting the generation of key learnings and impact data collection for donors.

Required Qualifications:
Candidates must possess a bachelor's degree in business administration, finance, or a related field, with a master's degree preferred. A minimum of three years of relevant work experience in banking, mobile network operations, non-governmental organizations, or reputable international or national organizations is required. Candidates should have experience in mobile money, financial services, or technology for development, with a strong understanding of the Ethiopian sector in these areas. Excellent computer skills, verbal and written communication abilities, and interpersonal skills are essential. Candidates should demonstrate proactivity, self-discipline, and the ability to work effectively in multicultural teams. Experience in project monitoring and evaluation, analytical and problem-solving skills, and project management capabilities are also necessary.

Educational Background:
The position requires a bachelor's degree in business administration, finance, or a related field. A master's degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in program management and financial services.

Experience:
The ideal candidate should have a minimum of three years of experience working in relevant fields such as banking, mobile network operations, or with non-governmental organizations. Experience with mobile money and financial services, as well as technology for development, is highly desirable. Familiarity with the Ethiopian market and sector dynamics is crucial for success in this role.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of local languages spoken in Ethiopia would be advantageous, as it would facilitate better engagement with local stakeholders and communities.

The consultancy is set to take place from May 1, 2026, to October 31, 202
  • The consultant will report to the DCSA Director, Elias Nure, and work closely with the Program Director, Sieka Gatabaki, who will provide final sign-off on deliverables and invoices. This position is expected to be full-time during the consultancy period, and the consultant will be required to produce monthly reports detailing activities, meetings, and project progress.
