Job Overview: The Consultant for Participatory Processes will play a crucial role in supporting the implementation of a project aimed at enhancing technical assistance for social housing in Brazil. This position requires collaboration with UN-Habitat’s operational and technical teams to ensure that all project activities are conducted through participatory processes that are inclusive, representative, and gender-sensitive. The consultant will adapt methodologies to the local context, engage with community leaders, and develop tools for assessing housing demands. The role also involves organizing workshops, conducting events, and creating communication strategies to raise awareness about social housing laws and practices. The consultant will be responsible for mapping relevant professionals and institutions involved in social housing and facilitating a collaboration platform for ATHIS professionals from the Global South.
Duties and Responsibilities: The consultant will have a wide range of responsibilities, including: 1) Providing technical support for participatory processes in project activities; 2) Adapting UN-Habitat’s Capacity Needs Assessment methodology for social housing in Brazil; 3) Coordinating workshops with local and international partners to develop gender-oriented methodologies; 4) Developing a methodological guide for participatory tools in housing assessments; 5) Leading the identification of priority communities for ATHIS interventions; 6) Engaging with social and community leaders to validate housing demand assessments; 7) Supporting the development of a communication and mobilization plan; 8) Organizing events to raise awareness of ATHIS Law; 9) Assisting in the planning of a Global Forum in São Paulo; 10) Mapping professionals and institutions in social housing; 11) Creating a collaboration platform for ATHIS professionals; 12) Supporting the development of a sustainability plan for the ATHIS network; 13) Participating in field missions as required; 14) Completing required training courses, including security" style="border-bottom: 1px dotted #007bff !important;">security training.
Required Qualifications: Candidates must possess a Bachelor's degree in Architecture and Urbanism, Geography, Social Sciences, Social Work, Anthropology, Law, or related fields. Alternatively, candidates with an additional three years of relevant experience beyond the educational requirement will also be considered. A postgraduate degree in related fields is desirable. Candidates should demonstrate strong technical skills in participatory processes and community engagement, as well as experience in capacity building and social housing. Familiarity with South-South Cooperation and previous experience in the United Nations system are also advantageous.
Educational Background: A Bachelor's degree in relevant fields such as Architecture and Urbanism, Geography, Social Sciences, Social Work, Anthropology, or Law is required. A postgraduate degree (Lato Sensu or Stricto Sensu) in related fields is desirable, which would enhance the candidate's qualifications for the role.
Experience: A minimum of three years of experience in developing and implementing participatory processes and community relationships is required. Candidates should have experience in capacity building and preferably in social housing. Experience with South-South Cooperation and in coordinating fieldwork, especially in the public sector, is also desirable. Previous work experience with the United Nations is a plus.
Languages: Fluency in Portuguese is required for this position, as it is essential for engaging with local communities and stakeholders. Working knowledge of English is desirable, as English and French are the working languages of the United Nations Secretariat, while Spanish is the working language of the Regional Office.
Additional Notes: The position is part-time (80%) and falls under the LICA 1 salary scale. The consultant will be based in Brazil and must be available for travel related to project activities. The contract is subject to availability of funds and performance, and any extension is not guaranteed.
