Job Overview: The Human Resources Manager for the Caribbean Resilience Initiative Program (CRI) at Mercy Corps is a strategic HR leader responsible for overseeing all human resources functions across the organization's Caribbean program locations, excluding U.S. territories. This role is pivotal in providing leadership, guidance, and operational support to program management and staff, ensuring compliance with local labor laws and organizational policies. The HR Manager will coordinate with the U.S. HR team for employees based in the United States and Puerto Rico while maintaining full accountability for HR operations in other Caribbean jurisdictions. This includes recruitment, onboarding, performance management, payroll, employee relations, and talent development. The HR Manager is a key member of the Program Leadership Team, contributing to strategic decision-making and fostering a culture of accountability, engagement, and continuous improvement across the Program.
Duties and Responsibilities: The HR Manager's essential responsibilities include developing and implementing HR policies and procedures for non-U.S. locations in compliance with local labor laws, acting as a trusted advisor to program leadership on HR-related matters, and influencing managers on HR best practices. The HR Manager will ensure consistency in HR strategy and execution across Caribbean program locations, oversee recruitment and onboarding processes, maintain personnel files, ensure compliance with local labor laws, manage employee relations, and monitor HR metrics. Additional duties include processing monthly payroll, conducting employee orientation, managing conflict resolution, and ensuring that all national staff have up-to-date job descriptions. The HR Manager will also be responsible for safeguarding responsibilities, ensuring that safeguarding principles are integrated into their work, and promoting a culture of respect and dignity within the organization.
