Job Overview: The IT Budget Manager Consultant position is crucial for the effective financial management of WFP’s Technology Division. This role is designed to ensure that the financial governance of WFP’s digital initiatives aligns with its strategic objectives, particularly in achieving zero hunger. The consultant will be responsible for translating complex technology portfolios into clear financial frameworks that support disciplined execution and cost efficiency. This position requires a deep understanding of IT cost drivers and the ability to manage financial resources effectively, ensuring that IT budget proposals reflect the full lifecycle costs of services and solutions. The consultant will work closely with various stakeholders to align financial planning with IT delivery schedules, enabling timely procurement and resource mobilization. Duties and Responsibilities:
Understand IT cost drivers and cost allocation principles, translating technical portfolios into transparent cost models.
Align the release and programming of funds with IT initiatives' implementation schedules.
Oversee financial planning, monitoring, and management of TEC Divisional funding.
Coordinate the preparation and validation of annual and multi-year budgets for TEC deliverables.
Ensure IT budget proposals reflect the full lifecycle costs of IT services.
Manage processes for tracking expenditures and reconciling actuals against planned budgets.
Participate in technical IT discussions to inform resource utilization.
Monitor funding and expenditure databases using advanced Excel techniques.
Lead the implementation of tools for real-time financial tracking and reporting. 1
Monitor WFP shadow IT through advanced SAP analytics. 1
Support the development of IT cost-recovery models. 1
Perform other duties as required, including ad hoc analyses and participation in strategic reviews.
Required Qualifications: Candidates must possess a university degree in Finance, Accounting, Budgeting, Economics, Mathematics, Business Administration, Science, or a related field. They should have in-depth knowledge of IT budget management, preferably within WFP or another UN agency, and strong experience with IT-related analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis. Candidates must demonstrate the ability to review budgets, assess financial processes, and analyze financial statements related to IT investments. Experience: Candidates should have at least 5 years of relevant working experience in funds management, budgeting, account reconciliation, cash management, and financial management related to technology.
