Job Overview: The position involves supporting UNICEF Moldova in drafting the next Country Programme Document (CPD) for the period 2028-203
The consultant will engage in a participatory consultation process, compiling and reviewing evidence to create a coherent, child-rights-centered CPD. This includes synthesizing evidence on child rights deprivations, facilitating workshops on Results-Based Management (RBM), and developing a Theory of Change (TOC). The consultant will also draft and validate the CPD package, ensuring alignment with UNICEF's Strategic Plan and other relevant frameworks.
Duties and Responsibilities:
Synthesize existing and emerging evidence on child rights deprivations in Moldova, summarizing findings in a 30-page document.
Facilitate a 2-day workshop on Results-Based Management (RBM) to prioritize critical deprivations and bottlenecks.
Develop a Theory of Change that outlines necessary changes to address child rights issues.
Create a Results and Resources Framework (RRF) detailing UNICEF's contributions to achieving desired outcomes.
Draft and validate the CPD package, including the RRF and Costed Evaluation Plan (CEP).
Prepare presentations on the draft CPD for various stakeholders, including government and civil society.
Incorporate feedback from validation workshops and submit the final CPD package.
Proven experience facilitating high-level workshops in strategic planning for UN agencies or Resident Coordinator Offices.
Strong technical competencies in developing Theories of Change and results frameworks.
Experience in preparing strategic documents for international organizations, including UNICEF.
Excellent analytical and writing skills for compiling and producing technical documents.
Experience in the Europe and Central Asia region is a strong asset.
Fluency in English is required.
Educational Background: Candidates must possess a Master's degree in a relevant field such as Social Science, Public Administration, or International Relations. This educational background is essential for understanding the complexities of child rights and strategic planning processes.
Experience: The position requires a minimum of 10 years of relevant experience, particularly in strategic planning and facilitation of workshops. Candidates should have a proven track record of working with international organizations, especially in the context of child rights and development.
