Job Overview: The Site Engineer position is critical for the successful implementation of the Rubble Removal and Debris Management Project, which aims to address the urgent needs of the Gazan population through a comprehensive and risk-managed approach to debris removal. The Site Engineer will be responsible for the day-to-day management of project activities, ensuring that operations are conducted in accordance with established standard operating procedures. This role involves coordinating with various stakeholders, including contractors and the program team, to ensure timely delivery and proper handling of materials. The Site Engineer will also play a key role in facilitating humanitarian support and preparing for early recovery activities, thereby contributing to the overall goal of improving access and living conditions for all citizens in the target areas, including Internally Displaced Persons (IDPs) and host communities. The position requires a proactive approach to problem-solving and a commitment to community-centered solutions that prioritize Palestinian ownership and sustainability.
Duties and Responsibilities: The Site Engineer will undertake a variety of tasks under the direct supervision of the UNDP project manager, including:
Assisting the program team with daily supervision tasks, including calculating material quantities at various sites and factories throughout the Gaza Strip.
Supporting the implementation of field activities related to the Rubble Removal and Debris Management Project, including material transfer, sorting, and crushing.
Collaborating with the Program Implementation Unit team to prepare reports and coordinate with the procurement team to ensure timely acquisition of materials for ongoing activities.
Maintaining an organized filing system for all site-related documents to ensure compliance with material control processes.
Monitoring the implementation schedule and raising relevant issues to senior supervisors as necessary.
Following up on materials testing and approvals, ensuring that all materials meet project specifications.
Re-measuring implemented quantities on site to facilitate contractor payments.
Inspecting materials submittals and managing the approval process until completion.
Performing other related duties as assigned by the supervisor. Additionally, the Site Engineer is encouraged to engage in volunteerism activities, strengthen their understanding of volunteerism, and contribute to local initiatives.
Required Qualifications: Candidates for the Site Engineer position should possess a strong understanding of engineering principles and practices, particularly in the context of construction and project management. They should demonstrate excellent organizational skills, attention to detail, and the ability to work collaboratively with diverse teams. Strong communication skills are essential, as the role involves coordination with various stakeholders, including contractors, program teams, and local communities. Candidates should have a solid understanding of engineering design and construction processes, as well as familiarity with relevant regulations and standards in the Palestinian context.
Experience: The position requires candidates to have a minimum of 2-3 years of relevant experience in civil engineering, construction management, or a related field. Experience working in humanitarian or development projects, particularly in conflict-affected areas, is highly desirable. Candidates should demonstrate a proven track record of successfully managing project activities, coordinating with multiple stakeholders, and delivering results in challenging environments.
Languages: Fluency in Arabic is mandatory for this position, as it is essential for effective communication with local communities and stakeholders. Proficiency in English is also required, as it is necessary for reporting and coordination with international teams. Knowledge of additional languages spoken in the region would be considered an asset.
Additional Notes: This is a national UN Volunteer assignment, and the selected candidate will be responsible for arranging their own housing and living essentials. The contract duration is for 6 months, with the possibility of extensions based on funding availability, operational necessity, and satisfactory performance. A Volunteer Living Allowance (VLA) of IL6251 will be provided monthly to cover housing, utilities, and normal living expenses. The position includes life, health, and permanent disability insurance, as well as health insurance coverage for up to three dependents. An exit allowance will also be provided for satisfactory service.
