Job Overview: The position of International Consultant is focused on providing advisory support to assess the Border Guard Training (BGT) system in Armenia. The consultant will be responsible for producing actionable recommendations and a roadmap to strengthen alignment with Frontex standards and good practices. This includes a detailed review of curricula and training quality assurance mechanisms. The consultant will work closely with national authorities, particularly the National security" style="border-bottom: 1px dotted #007bff !important;">Security Service of the Republic of Armenia and its Border Guard Troops, to enhance their capacities in tackling cross-border organized crime and improving independent border management. The role requires a thorough evaluation of the training and educational ecosystem, identifying gaps and opportunities for alignment with EU/Frontex frameworks, and ensuring that the training system complies with international standards.
Duties and Responsibilities: The consultant will perform a comprehensive review of the current training and education system, including institutional setup, policies, processes, and training cycles. Specific tasks include conducting a full curriculum assessment for basic, specialized, and refresher training; assessing training methodologies, resources, learning materials, and educational infrastructure; evaluating the training quality assurance system, including assessment and certification practices; identifying gaps relative to Frontex competency requirements; and providing actionable recommendations and a roadmap for aligning Armenia's training system with international and EU/Frontex standards. Deliverables include an inception report, a training and education system assessment report, and an improvement roadmap with priority actions and timelines.
Required Qualifications: Candidates must possess an advanced university degree in a relevant field, with a specialization in border management being highly desirable. Other formal education relevant to the assignment will also be considered. The consultant should have a minimum of five years of professional experience in border management, border guard training systems, or security sectorcapacity development. A proven track record in conducting curriculum assessments, training system evaluations, or educational framework reviews is essential. Experience in aligning training systems to EU/Frontex standards, assessing training quality assurance mechanisms, and analyzing training methodologies is required. Additionally, prior engagement in consultancy assignments within international organizations or security institutions is preferred.
Educational Background: The position requires a completed advanced university degree in a relevant field. Specialization in border management is particularly advantageous, and any other formal education that is relevant to the assignment will be considered beneficial.
Experience: The consultant should have at least five years of professional experience in areas related to border management, border guard training systems, or security sector capacity development. This experience should include a proven ability to conduct curriculum assessments and evaluations of training systems, as well as familiarity with EU/Frontex standards and frameworks.
Languages: Fluency in English, both oral and written, is mandatory for this consultancy. Proficiency in additional languages may be considered an asset but is not required.
