Job Overview: The National UN Specialist Volunteer position at UNICEF in Sudan involves managing the VAT exemption process for eligible procurements in compliance with organizational policies and local VAT regulations. The role requires meticulous tracking of invoices, reviewing them for VAT components, and initiating exemption requests with the VAT Department. The volunteer will be responsible for maintaining a comprehensive registry of VAT exemption requests and ensuring compliance with internal and external audit requirements. Duties and Responsibilities:
Manage the tracking of invoices and coordinate the VAT exemption process for all eligible procurements in compliance with organizational policies and Sudan VAT regulations.
Receive and register vendor invoices in the official invoice registry.
Review invoices to identify VAT components and determine eligibility for exemption.
Initiate VAT exemption requests with the VAT Department upon receipt of invoices that include VAT components.
Prepare and submit formal exemption requests to the VAT Department in accordance with applicable VAT exemption guidance.
Prepare and submit the required documentation to the VAT authorities, including contracts, invoices, and summary letters.
Follow up with the VAT Department to obtain timely exemption confirmations.
Communicate exemption decisions to relevant internal stakeholders and vendors as required.
Coordinate with relevant programme sections for invoice certification, service entry sheet (SES) creation, goods receipt confirmation, and expenditure approval. 1
Submit the certified and approved invoices to VISION Hub for payment processing, ensuring all required documentation is attached and VAT exemption status is clearly indicated. 1
Collaborate closely with Supply, Logistics, and Programme Sections to ensure effective implementation of the VAT upfront exemption mechanism. 1
Provide guidance to internal sections and vendors on VAT exemption procedures and documentation requirements. 1
Maintain a comprehensive registry of VAT exemption requests, correspondence with VAT authorities, approvals, and supporting documentation. 1
Ensure proper filing and record management to maintain a clear audit trail and ensure compliance with internal and external audit requirements. 1
Monitor adherence to VAT exemption procedures and escalate any compliance issues or delays. 1
Track the progress of VAT exemption requests and follow up with the VAT Department to ensure timely processing. 1
Identify operational bottlenecks and recommend improvements to strengthen the VAT exemption process. 1
Support internal reviews and audits related to VAT compliance and financial processes. 1
Assist the Finance Section in other related duties such as drafting section letters and documentation as needed.
Required Qualifications: The ideal candidate should possess strong analytical skills, attention to detail, and the ability to work independently as well as collaboratively within a team. Familiarity with financial regulations, particularly VAT processes, is essential. The candidate should also demonstrate excellent communication skills, both written and verbal, and have the ability to interact effectively with various stakeholders, including vendors and internal teams. Proficiency in using financial management software and tools is highly desirable.
Educational Background: A bachelor's degree in finance, accounting, business administration, or a related field is required. Additional certifications in financial management or accounting would be an advantage. Knowledge of local VAT regulations and financial compliance standards is also essential for this role.
Experience: Candidates should have a minimum of 2-3 years of relevant experience in finance, accounting, or procurement, preferably within a humanitarian or development context. Experience working with government agencies or understanding local VAT processes will be beneficial. The ability to navigate complex financial systems and maintain accurate records is crucial for success in this position.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Arabic is highly desirable, as it will facilitate communication with local stakeholders and vendors. Additional languages may be considered an asset, depending on the context of the work.
Additional Notes: This position is a full-time volunteer role with UNICEF in Sudan. Volunteers will receive a monthly living allowance of 1,597.25 USD, along with a danger and hardship differential of 575 USD.
