Job Overview:
The Representative position at UNFPA is a leadership role that involves overseeing complex business units and country office teams in the design and implementation of population and development programs, particularly in the context of sexual and reproductive health. The Representative will lead the Malawi Country team in developing and managing innovative Country Programmes of Cooperation that focus on universal access to sexual and reproductive health and rights, maternal health, family planning, gender issues, and adolescent and youth empowerment. This role requires strategic engagement with national counterparts, UN Country Teams, and various stakeholders to ensure that sexual and reproductive health issues are integrated into the broader national development agenda. The Representative is accountable for the effective implementation of these programs, ensuring that they align with UNFPA's strategic plan and contribute to the 2030 Agenda. The position demands a commitment to human rights, sustainable development, and humanitarian relief, with a focus on serving the most vulnerable and marginalized populations.

Duties and Responsibilities:
The duties and responsibilities of the Representative include:
  • Strategic Direction, Planning, and Management: Leading the positioning of UNFPA on strategic issues related to the ICPD Agenda, building institutional relationships with government counterparts, civil society, and the private sector, and promoting UNFPA’s role in national development agendas.
  • Management of Resources: Managing international and national staff, providing strategic direction and motivation, facilitating talent retention, and ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security standards.
  • Programme Leadership and Representation: Providing leadership in policy dialogue and program execution, engaging national counterparts through advocacy, and representing UNFPA within UN Country Teams and Humanitarian Teams.
  • Programme Oversight and Coordination: Driving results-based management and quality assurance frameworks, enforcing financial and monitoring processes, and ensuring compliance with UNFPA policies.
  • Carrying out any other duties as required by the Regional Director.

Required Qualifications:
Candidates must exemplify integrity, demonstrate commitment to UNFPA and the UN system, embrace cultural diversity, and adapt to change. Core competencies include achieving results, accountability, professional expertise, analytical thinking, teamwork, and effective communication. Managerial competencies involve providing strategic focus, engaging with partners and stakeholders, leading and empowering people, and making informed decisions. UN leadership characteristics emphasize norm-based principles, inclusivity, accountability, and collaboration.

Educational Background:
A master's degree in public health, social sciences, international development, or a related field is required. A PhD or equivalent advanced degree is an asset. Candidates should have a strong understanding of sexual and reproductive health issues, population dynamics, and development policies.

Experience:
Candidates should have at least 10 years of progressively responsible professional experience in the field of population and development, sexual and reproductive health, or related areas. Experience in managing complex programs in humanitarian and development contexts is essential, along with a proven track record of leadership and strategic management.

Languages:
Fluency in English is mandatory. Knowledge of other UN languages is an asset, particularly French or Spanish, which can enhance communication and collaboration in diverse environments.
