Job Overview: The Finance Associate plays a crucial role in delivering quality financial services to both internal and external clients, ensuring compliance with established financial regulations and procedures. This position involves providing reliable transactional and monitoring support to the Country Office and UNFPA-supported projects. The Finance Associate will be responsible for processing financial transactions, maintaining accurate financial records, supporting budget monitoring, and assisting with financial reporting and compliance activities. The role requires a strong understanding of financial management principles and the ability to work effectively under pressure while maintaining attention to detail. The Finance Associate will report directly to the International Operations Manager and will contribute to the efficient management of financial resources, ensuring that all transactions are documented accurately and aligned with UNFPA rules and approved budgets.
Duties and Responsibilities:
Support the management of financial resources for the Country Office by assisting in budget formulation, monitoring expenditures, and preparing routine budget revisions. Ensure financial transactions comply with UNFPA financial rules and procedures, identify internal control issues, and implement corrective actions. Maintain an effective financial recording and reporting system, process payments accurately, and participate in year-end closure activities.
Assist in monitoring programme financial performance by providing necessary financial information and analysis, highlighting potential over- or under-expenditure issues. Maintain tools for effective monitoring of programme and project budgets and support the implementation of corporate financial systems.
Apply financial policies and procedures related to National Execution (NEX) and provide guidance to staff. Monitor the status of Operating Fund Accounts and participate in HACT assurance activities.
Review common services charges and prepare related documentation, assist in preparation of materials for common system activities, and act as Officer-in-Charge in the absence of the International Operations Manager.
Maintain the Finance Unit filing system and carry out any other duties as assigned by the International Operations Manager.
Required Qualifications: Candidates must possess either completed Secondary/High school Level Education with a minimum of 6 years of relevant experience or a first-level bachelor’s degree in finance, accounting, or business administration with at least 3 years of relevant experience. Professional accounting qualifications such as ACCA, CIMA, or CA are desirable. Candidates should have a minimum of 6 years of relevant experience with completed Secondary/High school Level Education or 3 years with a bachelor’s degree in finance-related fields, including accounts receivable, accounts payable, and general ledger maintenance. Experience with UN financial rules and ERP systems (e.g., Oracle cloud, SAP) is an advantage. Proficiency in spreadsheets and computerized accounting systems is required, along with strong written and oral communication skills.
Educational Background: The position requires completed Secondary/High school Level Education with 6 years of relevant experience or a first-level bachelor’s degree in finance, accounting, or business administration with 3 years of relevant experience. Professional accounting qualifications such as ACCA, CIMA, or CA are considered desirable and would enhance a candidate's profile.
Experience: Candidates should have a minimum of 6 years of relevant experience if they possess completed Secondary/High school Level Education or at least 3 years of relevant experience if they hold a bachelor’s degree in finance-related fields. Experience in financial management, particularly in accounts receivable, accounts payable, and general ledger maintenance, is essential. Familiarity with UN financial rules and ERP systems is advantageous, and experience with international organizations will be an asset.
Languages: Fluency in English and Arabic is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication capabilities within diverse teams and with various stakeholders.
