Job Overview:
The position of National Expert in Climate Financing is crucial for the successful implementation of the NDC Act & Invest project, which is a global initiative led by UNEP and funded by the International Climate Initiative (IKI) and the Partnership Action Fund (PAF) of the NDC Partnership. This role involves supporting countries in enhancing their climate ambitions and translating their new Nationally Determined Contributions (NDCs) submitted in 2025 into actionable and fundable plans. The expert will contribute to the development, implementation, and validation of key deliverables of the project, ensuring alignment with identified priority sectors. The expert's work will begin with preparing a methodological guidance report to confirm the understanding of the Terms of Reference (ToR), analyze the alignment of the mission with Senegal's Agenda 2050, and clarify any necessary work orientations. The expert will also support the preparation of a capacity-building plan, produce a methodological guide, organize and facilitate capacity-building workshops, and establish a knowledge exchange and capitalization channel, ensuring the quality of content and its appropriation by national stakeholders.

Duties and Responsibilities:
The National Expert will be responsible for several key deliverables, including:
  • Developing a capacity-building plan that includes a national diagnostic, proposed modules and actions, an implementation timeline, and a distribution of responsibilities.
  • Producing a final version of a detailed methodological guide that outlines the project formulation and maturation process, best practices, and donor requirements.
  • Conducting three training workshops and developing at least three proposals for priority national climate projects with the support of a national expert during the mission.
  • Creating a functional conceptual note for the platform, detailing its content architecture, expected functionalities, integrated resources, and necessary orientations for development by a separate technical provider. The expert will also ensure effective coordination with UNEP's NDC Act & Invest team based in Paris, which manages and coordinates the initiative in partner countries, and maintains close coordination with related projects under the IKI program to ensure coherence and synergies between different initiatives.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in climate finance, economics, climate policy, sustainable development, or a related field. They should have at least 12 years of experience in mobilizing international and national climate financing. Proven experience in developing bankable projects and preparing funding proposals for climate funds is essential. The candidate should also have demonstrated experience in capacity-building projects or support for the implementation of NDCs. Significant experience working in Africa, preferably in Senegal, including close collaboration with public governments and private and public funders, is required. The candidate must have experience facilitating training workshops and providing technical support for proposal development. A strong understanding of climate financing mechanisms and the procedures of major climate funders is necessary, along with strong analytical and writing skills for producing methodological guides and strategic documents. The ability to plan and facilitate participatory training and workshops, with a capacity to transfer technical knowledge pedagogically, is also required. Strong coordination and management skills are essential for leading a multi-stakeholder project involving ministries, local institutions, funders, and private sector actors. Professional rigor, the ability to work under pressure, and strict adherence to deadlines are also critical.

Educational Background:
A Master's degree or equivalent in climate finance, economics, climate policy, sustainable development, or a related field is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively contribute to the project's objectives and deliverables.

Experience:
Candidates should have a minimum of 12 years of relevant experience in mobilizing climate financing at both international and national levels. This experience should include a proven track record in developing bankable projects and preparing funding proposals for climate-related initiatives. Additionally, candidates should have experience in capacity-building projects or support for the implementation of NDCs, with a strong emphasis on working in African contexts, particularly in Senegal.

Languages:
Fluency in French, both spoken and written, is mandatory for this position. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and enhance the candidate's ability to engage with a broader audience.
