Job Overview: The Human Rights Officer position within the Anti-Racial Discrimination Section (ARDS) of the OHCHR is crucial for addressing issues related to racism, racial discrimination, xenophobia, and related intolerance. The incumbent will be responsible for preparing comprehensive reports and documents that inform the Human Rights Council and the General Assembly about these pressing issues. The officer will also be tasked with gathering and analyzing relevant information, coordinating public awareness activities, and initiating publications that highlight themes of racial discrimination and intolerance. Duties and Responsibilities: The Human Rights Officer will undertake a variety of responsibilities, including but not limited to: preparing detailed reports on racism and related issues; drafting speeches and briefing materials for high-level officials; participating in the organization of meetings and seminars; engaging with stakeholders to combat discrimination; representing OHCHR at various events; analyzing information related to human rights issues; coordinating public information campaigns; organizing activities and preparing informational materials; and responding to inquiries related to the area of assignment. The officer will also collaborate with colleagues to issue publications on relevant themes and undertake additional assignments as directed by the Chief of the Anti-Racial Discrimination Section.
Required Qualifications: Candidates must possess a strong understanding of human rights issues, particularly those related to racism and discrimination. They should demonstrate knowledge of institutional mandates and policies of human rights organizations, as well as the ability to evaluate and integrate information from diverse sources. The ideal candidate will have a legal background and experience in facilitating human rights normative setting exercises. They should also exhibit strong analytical skills, the ability to conduct in-depth studies, and a commitment to gender equality and the equal participation of women and men in all areas of work. Professionalism, planning and organizing skills, teamwork, and sound judgment are essential competencies for this role.
Educational Background: An advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complex legal and social frameworks surrounding human rights issues.
Experience: A minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law, or a related area is required. Candidates should have experience specifically related to racism, racial discrimination, xenophobia, and human rights. Additionally, experience in developing human rights programs and operational activities with various stakeholders at national and/or regional levels is necessary. The ability to conduct research and provide analytical advice for human rights reports is also required, along with experience in leading teams and supervising staff.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required at UN Level III, which includes reading, writing, listening, and speaking skills. Knowledge of French is advantageous and may enhance a candidate's application, but English proficiency is mandatory for this role.
