Job Overview: The National and Local Action Planning and Project Pipelines Expert will play a crucial role in translating national priorities into actionable plans and investment pathways. This position involves supporting the operationalization of national urban and territorial policies, particularly the National Urban Policy (NUP) and the National Housing Strategy (NHS). The consultant will work closely with national and local stakeholders to ensure that project pipelines are aligned with both national and local planning frameworks. The role requires a strong focus on data-informed decision-making and the development of methodologies that enhance local project pipelines, ensuring that they contribute to the overarching goals of the Partnership Platform.
Duties and Responsibilities: The consultant will undertake a variety of responsibilities, including:
Supporting the alignment of national sectoral policies with strategic planning frameworks, particularly in developing action plans for the NUP, NHS, and NST.
Contributing to the scaling up of SDG-aligned project prioritization methodologies and ensuring that local project pipelines are informed by national strategies.
Facilitating coordination between national institutions and local authorities to enhance the operationalization of sectoral policies.
Engaging with stakeholders to ensure effective implementation of action planning processes.
Supporting the development of local SDG data ecosystems and ensuring that project pipeline development is data-driven.
Leading the operational development of Action-Oriented Voluntary Local Reviews (AO-VLRs) and project pipelines, including conducting assessments and organizing participatory workshops.
Drafting AO-VLRs and preparing recommendations for project prioritization and investment planning.
Required Qualifications: Candidates must possess an advanced university degree (master’s or equivalent) in fields such as Economy, finance, or territorial planning. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of 5 years of professional experience in economy, action planning, policy operationalization, or project preparation is required. Experience in developing implementation frameworks and working with local governments is highly desirable.
Educational Background: An advanced university degree in Economy, finance, territorial planning, or a related field is essential for this position. A first-level university degree in similar fields, combined with relevant experience, may also be considered acceptable.
Experience: The position requires at least 5 years of professional experience in relevant fields such as economy, action planning, policy operationalization, or project preparation. Candidates should have a proven track record in developing implementation frameworks and investment plans at both national and local levels, as well as experience in participatory planning processes with local governments.
Languages: Fluency in Arabic and French, both oral and written, is mandatory for this role. Knowledge of English is considered an asset, enhancing communication and collaboration in a multilingual environment.
