Job Overview: The Consultant position within UNESCO's Education Sector is designed to support the monitoring and evaluation of educational policies and practices in Latin America and the Caribbean. The consultant will play a crucial role in analyzing educational statistics and indicators, contributing to the development of reports and publications that inform educational planning and policy-making. This position requires a strong background in data analysis, educational statistics, and a deep understanding of the educational landscape in the region. The consultant will work remotely, allowing for flexibility in location while still contributing to the organization's mission of improving education systems. The consultant will be expected to engage with various stakeholders, including government officials, educational institutions, and other partners, to ensure that the data collected is relevant and effectively utilized. The overarching goal is to enhance the capacity of educational systems to meet the needs of all learners, particularly those from marginalized backgrounds.
Duties and Responsibilities: The consultant will be responsible for a range of tasks, including but not limited to:
Systematizing and analyzing educational and social data and indicators from Latin American and Caribbean countries, focusing on specific projects related to educational management information systems (SIGED).
Analyzing metadata from various databases, statistics, and indicators to identify their main characteristics, sources, and limitations.
Monitoring regional and global initiatives for data collection and indicator production involving Latin American and Caribbean countries.
Designing and developing a repository of regional educational data and indicators to meet UNESCO's needs.
Contributing to the regional monitoring of education in UNESCO Santiago, focusing on achieving the SDG 4 targets through the use of indicators and conceptual frameworks.
Promoting the methodological development and updating of the Regional Information System for Students with Disabilities (SIRIED).
Coordinating with the Latin American Laboratory for the Evaluation of Educational Quality (LLECE) to analyze and utilize information on learning outcomes.
Preparing thematic reports related to education monitoring in the region. 1
Supporting various teams within UNESCO Santiago and other UNESCO offices in Latin America and the Caribbean in data management and information. 1
Identifying and promoting innovations in data use for educational management in the region. 1
Contributing to the design and development of interactive data visualizations focused on educational monitoring. 1
Providing technical assistance for regional and subregional initiatives to develop indicator frameworks on specific educational topics.
Required Qualifications: Candidates must possess a higher education degree in social sciences (education, sociology, economics, or similar) with a focus on data analysis disciplines (such as demography or mathematics), or in the field of statistics or mathematics related to measuring educational or social phenomena. Additionally, candidates should have demonstrated experience in managing statistical data collection processes and identifying improvements, as well as the ability to conduct quantitative analyses of educational data using appropriate conceptual and methodological frameworks.
Educational Background: A higher education degree in social sciences, particularly in fields related to education, sociology, economics, or similar disciplines that emphasize data analysis. Candidates with degrees in statistics or mathematics, particularly those focused on educational or social measurement, are also encouraged to apply.
Experience: Candidates should have at least five years of relevant work experience in Latin America and the Caribbean, particularly in the collection and analysis of educational statistics and indicators. Ideally, at least one year of this experience should be at the international level. Proven ability to manage various stakeholders involved in statistical data collection processes and to identify improvements is essential.
Languages: Fluency in Spanish, both oral and written, is mandatory. Proficiency in English is also highly desirable, as it will facilitate communication with international stakeholders and access to a broader range of resources and literature.
Additional Notes: This position is a consultant contract at Level 2 - Middle, with a duration of 11 months. The contract is open to external candidates and allows for remote work, meaning that the consultant does not need to reside in Santiago, Chile.
