Job Overview: The Digital Transformation Officer position is situated within the Digital Sector Office (DIG) of the Sectors Department 2 (SD2) at the Bangladesh Resident Mission (BRM). This role is pivotal in supporting ADB's digital transformation agenda, focusing on the execution of ongoing digital operations and technical assistance in Bangladesh. The officer will also contribute to business development, pipeline expansion, and upstream digital engagement in collaboration with Resident Missions and headquarters. The position requires a proactive approach to ensure that digital elements of sovereign projects, technical assistance, and regional initiatives are well-designed and effectively implemented. The officer will also play a crucial role in supporting procurement processes, partnerships, knowledge work, and coordination with government agencies and development partners in Bangladesh and the broader South Asia region.
Duties and Responsibilities: The Digital Transformation Officer will be responsible for a variety of tasks, including:
Supporting the execution of ongoing and planned programs in Bangladesh by providing operational support for digital components of ADB-financed projects and technical assistance (TAs). This includes monitoring implementation progress, procurement, contract management, and coordination with implementing agencies.
Assisting in the preparation of Terms of Reference (TORs), procurement packages, solution specifications, and evaluation reports for digital investments.
Identifying implementation bottlenecks and proposing corrective actions in collaboration with DIG International Staff and BRM colleagues.
Contributing to business development by identifying new digital transformation opportunities in Bangladesh, conducting background research, and assisting in pipeline planning.
Providing cross-country operational support to DIG programs across regions such as Bhutan, India, and Maldives, and supporting the preparation and execution of regional TAs related to digital public infrastructure and cybersecurity.
Acting as a liaison for DIG with Bangladesh government counterparts and coordinating with development partners and private-sector actors to align digital investments.
Developing digital knowledge products and contributing to digital maturity assessments and mapping exercises.
Ensuring internal coordination between DIG-HQ, CARM, sector divisions, and SERD management, and preparing briefing notes and progress reports.
Required Qualifications: Candidates for the Digital Transformation Officer position must possess a Bachelor's Degree in Public Sector Management, Computer Science, Information Technology, or Development Studies, with advanced training preferred. Additionally, candidates should have at least 8 years of work experience, including a minimum of 3 years of relevant experience in digital transformation, ICT project implementation, digital government, cybersecurity, or data governance. Familiarity with digital sector challenges in Bangladesh and/or South Asia is essential, along with experience in project implementation, procurement, and contract management for digital systems in a government or development context. Strong coordination skills and the ability to work directly with government agencies are also required, as well as proficiency in both spoken and written English.
Educational Background: The educational background required for this position includes a Bachelor's Degree in relevant fields such as Public Sector Management, Computer Science, Information Technology, or Development Studies. Advanced training in these areas is preferred, indicating a higher level of expertise and knowledge that would be beneficial for the role.
Experience: The position requires candidates to have at least 8 years of work experience, with a specific emphasis on at least 3 years of relevant experience in areas such as digital transformation, ICT project implementation, digital government, cybersecurity, or data governance. Additional Notes: This appointment is open to both internal and external applicants, but it is specifically a local staff position, meaning it is only available to nationals and permanent residents of Bangladesh. The role is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. After the initial period, ADB may choose to renew the appointment for an additional 3 years based on various factors, including the staff's performance and the organizational needs.
