Job Overview: The Senior Consultant – PMU (GRB-MWCD) position is designed to provide high-level technical and programmatic support to the Ministry of Women and Child Development (MWCD) in India. The consultant will be embedded within the MWCD in New Delhi and will focus on strengthening the implementation and institutionalization of Gender Responsive Budgeting (GRB) across Union Ministries and selected States/UTs. The role involves supporting the Ministry in enhancing coordination mechanisms, monitoring progress on gender budgeting initiatives, and integrating gender perspectives into planning, budgeting, and monitoring processes across government institutions. The consultant will also be responsible for capacity building, evidence generation, and providing policy inputs related to gender budgeting, thereby contributing to the overall goal of improving gender equality and women's empowerment in India.
Duties and Responsibilities: The Senior Consultant will have a comprehensive set of responsibilities, including:
Strengthening coordination with relevant Ministries on Gender Budgeting (GB) by providing technical assistance to MWCD and supporting the expansion of GB to central ministries and states.
Conducting assessments of Ministries/Departments and States on their progress on GRB and developing action plans.
Administering self-assessment tools on GB and supporting ministries in periodic updates.
Analyzing documents from various Ministries/States from a gender perspective and compiling relevant data.
Supporting the development of monitoring mechanisms for tracking progress on Gender Budgeting initiatives.
Contributing to research and documentation of GRB resources, including case studies and best practices.
Conducting training and capacity development programs for various stakeholders on GRB.
Developing training materials and guidelines for deepening gender budgeting at local levels.
Performing any other duties assigned by the Supervisor in MWCD and UN Women.
Required Qualifications: Candidates must possess a Master's Degree or equivalent in Social Sciences, Economics, Social Work, Gender Studies, Public Administration, Policy, or related fields. Additionally, they should have a strong understanding of gender issues and development policies, along with the ability to analyze and interpret complex data related to gender budgeting.
Educational Background: A Master's Degree or equivalent in relevant fields such as Social Sciences, Economics, Social Work, Gender Studies, Public Administration, or Policy is required for this position. This educational background is essential to understand the complexities of gender-responsive governance and budgeting.
Experience: The position requires a minimum of 5 years of relevant experience at the national or state level, particularly in development projects focused on Gender Responsive Governance, Gender Equality, and Women's Empowerment. Candidates should have hands-on experience in the design, implementation, and monitoring of projects, as well as experience working with government entities on gender issues, especially in gender-responsive budgeting.
Languages: Proficiency in English is mandatory, along with a good command of Hindi in reading and writing. This bilingual capability is essential for effective communication and documentation in the role.
Additional Notes: This is a full-time assignment, and the consultant is expected to use their own computer equipment as the office will not provide any. The consultant must disclose any outside activities and is not permitted to take up any outside work during the assignment. The evaluation process for selection will include an interview and a written test. Additionally, for assignments requiring travel, consultants aged 65 years or older must provide a full medical examination and a statement of fitness to work.
