Job Overview: The Monitoring and Evaluation Officer will play a crucial role in ensuring that the NRC's programs are effectively monitored and evaluated. This position involves coordinating M&E activities in alignment with the organization's strategies, proposals, budgets, and plans. Duties and Responsibilities: The specific responsibilities of the Monitoring and Evaluation Officer include supporting program teams in developing necessary tools for data collection related to outputs, outcomes, and results. This includes conducting baseline surveys, participatory assessments, Knowledge, Attitudes, and Practices (KAP) surveys, and qualitative interviews. The officer will develop and maintain databases to track and compare data and indicators throughout the project lifecycle, ensuring accuracy and proper coding of data. Timely collection and documentation of output and outcome data are essential, as is regular communication with Area M&E and project staff to ensure they have the necessary resources. The officer will provide feedback on methodologies and results of assessments to ensure that monitoring and evaluation results are used to implement programmatic changes. Additionally, the officer will support the development and implementation of M&E matrices at the area office level, provide technical support for the Global Output & Outcome Reporting System (GORS), and assist Area M&E officers in organizing monitoring visits to project locations. The officer will also ensure that all M&E activities are carried out effectively during project implementation and perform any other relevant tasks as requested by the line or technical manager.
Required Qualifications: The position requires a strong background in monitoring and evaluation within a humanitarian or recovery context. Candidates should have previous experience working in complex and volatile environments, demonstrating documented results related to the responsibilities of the position. A good understanding of data and information needs for program management and decision-making is essential, along with strong data interpretation skills, report writing abilities, and data presentation skills. Proficiency in the MS Office package is required, and candidates should possess a good level of English, both written and verbal, to effectively communicate findings and collaborate with team members.
