Job Overview:
The Supply Associate position at UNHCR is crucial for managing and supporting all activities related to the supply chain function. This includes planning, sourcing, procurement, transport, shipping, customs clearance, warehousing, asset and fleet management, and monitoring within the designated area of responsibility. The incumbent will work under the supervision of a higher-level supply position and will receive regular guidance and instructions from their supervisor. They may also supervise some staff within the office. The role requires maintaining regular contact with other UNHCR offices, UN agencies, NGOs, government partners, and commercial contractors to facilitate the supply function. The Supply Associate is expected to support and monitor supply activities efficiently while ensuring the effective use of available resources. All staff members are accountable for performing their duties as outlined in their job descriptions, adhering to the regulatory framework of UNHCR, which includes the UN Charter, UN Staff Regulations and Rules, and UNHCR Policies and Administrative Instructions. Duties and Responsibilities:
The duties and responsibilities of the Supply Associate include: supporting supply activities in compliance with supply chain rules and procedures to ensure timely and quality delivery of goods and services; preparing delivery plans for relief and non-food items based on operational needs; applying UNHCR's sourcing and procurement strategy for purchasing commodities and services; maintaining accurate records of supply activities and providing timely reports; evaluating purchase requisitions for specifications and delivery dates; drafting and dispatching quotation requests and tenders; assisting in the evaluation of offers and preparing proposals for contract awards; preparing purchase orders and monitoring the transport of ordered goods; providing guidance on UNHCR procurement policies; generating asset management reports; monitoring supply chain data accuracy; disseminating UNHCR's global policies on supply chain management; tracking operations progress and providing guidance; assisting in coaching individuals; monitoring periodic supply exercises; ensuring local liaison with partners; managing storage of goods; coordinating supply activities with UNHCR partners; implementing effective asset and fleet management; and supporting risk management and decision-making processes.

Required Qualifications:
The required qualifications for the Supply Associate position include a minimum of three years of relevant experience with a High School Diploma, or two years of relevant work experience with a Bachelor’s degree or equivalent. Essential qualifications include knowledge of supply chain management, procurement, logistics, and asset management. Candidates should possess strong IT skills, particularly in computer literacy and familiarity with supply chain management software such as PeopleSoft. Additionally, candidates should have experience in customs clearance, logistics, warehouse management, and fleet management. Other desirable qualifications include training in UN procurement and logistics.

Educational Background:
Candidates must have a High School Diploma or equivalent, with a preference for those holding a Bachelor’s degree in fields such as Business Administration, Economics, Marketing, or a related field. Relevant certifications in trade, business administration, or logistics are also beneficial. Certificates and licenses marked with an asterisk are essential for this position.

Experience:
The position requires a minimum of three years of relevant experience for candidates with a High School Diploma, or two years of relevant work experience for those with a Bachelor’s degree or higher. Experience in supply chain management, procurement, and logistics within a humanitarian context is highly desirable. Familiarity with UNHCR operations and procedures is an advantage.

Languages:
For this position, knowledge of English is mandatory, along with the UN working language of the duty station if it is not English. For General Service jobs, knowledge of English and/or the UN working language of the duty station is required. Proficiency in local languages is also beneficial, particularly for enhancing communication with local partners and stakeholders.

Additional Notes:
This is a temporary appointment for a period of three months, pending the completion of the recruitment process for the regular position. The position is classified at the GS6 level, and the incumbent will be expected to work full-time. The role is based in Kigali, Rwanda, which is classified as a least hardship location.
