Job Overview:
The Roving Human Resources Consultant position is designed to deliver professional, client-focused HR services across specific Country Offices by partnering with managers to implement effective HR solutions aligned with WFP corporate priorities. The role involves engaging in day-to-day HR operations and analytical work, providing timely advice on HR issues of varying complexity. The consultant will ensure the consistent application of HR policies, support operational agility, and enhance workforce management in diverse and evolving contexts. The position requires a proactive approach to HR service delivery, focusing on the needs of the organization and its employees, while also fostering a positive work environment that promotes engagement and inclusion.

Duties and Responsibilities:
  • Contribute to the development of country-specific HR plans and processes, ensuring alignment with WFP policies and delivering operational activities or projects.
  • Provide Roving HR Support to Country Offices, delivering timely assistance during periods of surge capacity, operational backfill, or when specialized expertise is required.
  • Support Country Offices in the end-to-end recruitment process, including workforce planning, vacancy management, candidate screening, interviewing, selection, and onboarding.
  • Coordinate Learning and Development (L&D) activities in collaboration with Country Office management, identifying learning needs and facilitating the implementation of corporate learning programs.
  • Support initiatives aimed at enhancing staff engagement, wellbeing, diversity, equity, and inclusion across Country Offices.
  • Contribute to staff capability building by working with managers to understand individual skills and business requirements, organizing and delivering development solutions.
  • Deliver onboarding activities that ensure new employees have a positive experience and are successfully integrated into their roles and the organization.
  • Contribute to talent management within WFP, working with managers to understand their needs and delivering solutions to recruit, retain, manage, and develop a high-caliber workforce.
  • Support organizational design activities that enable senior management to define and organize structures and jobs effectively. 1
  • Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries. 1
  • Collate and analyze data for accurate and timely reporting, supporting a WFP-wide view of HR activities for informed decision-making. 1
  • Contribute to continuous improvement by implementing new or updated HR policies, procedures, and systems, recommending improvements to ways of working. 1
  • Perform other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a relevant field. Alternatively, a first university degree with additional years of related work experience or training/courses is acceptable. Candidates should have a broad or specialized knowledge of HR best practices, techniques, and processes, with an understanding of the theoretical background. They should also demonstrate the ability to supervise and support junior staff members, work with minimal supervision, analyze data, and draw conclusions to recommend actions. Strong communication skills are essential for effective interaction with a variety of individuals, and the ability to establish and maintain effective relationships with clients is crucial.

Educational Background:
The educational background required for this position includes an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field. Candidates with a first university degree may also qualify if they have additional years of relevant work experience or have completed relevant training or courses. This educational foundation is essential for understanding the complexities of HR functions and the ability to apply theoretical knowledge in practical settings.

Experience:
Candidates should have three or more years of postgraduate professional experience in Human Resources, particularly with an interest in international humanitarian development. They should have demonstrated experience in providing HR services across multiple functional areas, including talent acquisition, benefits, contract management, and workforce planning. Experience in supporting field or emergency operations, or working in multiple duty stations or country offices, is highly desirable. Familiarity with HR information systems, such as Workday or SAP, is also beneficial.

Languages:
Fluency in English (level C) is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in regions where WFP operates, as it can enhance communication and collaboration with diverse teams and stakeholders.

The position is classified as a Consultant, Level 1, with a contract duration of 11 months. It is a remote position, allowing for flexibility in work location.
