Job Overview: The Human Rights Officer/Investigator will play a crucial role in the Fact Finding Mission for the Sudan, focusing on the investigation of human rights violations. The incumbent will be responsible for researching, collecting, and analyzing information related to human rights, international law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law, and criminal law. This position requires conducting interviews with victims and witnesses to corroborate allegations of violations, monitoring trends and patterns of violations, and employing various investigative methods and tools. The officer will also be tasked with ensuring the protection of victims and witnesses, drafting analytical documents, and integrating gender-sensitive approaches throughout the investigation process. The role demands a high level of professionalism, analytical skills, and the ability to work collaboratively within a team to achieve the mission's objectives.
Duties and Responsibilities: The Human Rights Officer/Investigator will be responsible for the following duties:
Researching, collecting, and analyzing information and documentation related to human rights and international law.
Conducting investigations, including interviews with victims and witnesses, to gather information and corroborate allegations of violations.
Monitoring trends and patterns of human rights violations.
Utilizing monitoring and mapping tools, including satellite imagery, to support geolocation of incidents.
Identifying alleged perpetrators based on agreed information gathering methods.
Participating in and organizing missions to sites of violations.
Ensuring the protection of victims and witnesses in accordance with established methodologies.
Safeguarding information and documentation related to investigations.
Drafting analytical documents, including gender analyses, and contributing to the Fact Finding Mission's report. 1
Integrating gender perspectives in all stages of investigation and reporting. 1
Performing other related duties as required.
Required Qualifications: Candidates must possess a strong understanding of human rights issues and the ability to identify related problems in various dimensions, including political, ethnic, racial, and socio-economic contexts. Knowledge of institutional mandates of human rights organizations and prevailing policies is essential. Candidates should demonstrate research and analytical skills, including the ability to evaluate and integrate information from diverse sources. Professionalism, efficiency, and a commitment to gender equality are critical. The ability to work collaboratively in a team environment and to plan and organize effectively is also required.
Educational Background: An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible work experience in human rights is required. Additionally, at least two years of experience in conducting investigations related to violations of international human rights law, international humanitarian law, or international criminal law is necessary. Relevant working experience in or on the region is desirable, providing candidates with a contextual understanding of the issues at hand.
Languages: Fluency in English (both oral and written) is required for this position, as English and French are the working languages of the United Nations Secretariat. Fluency in Arabic is considered desirable, and knowledge of another UN official language is an advantage. Candidates must demonstrate proficiency in reading, writing, listening, and speaking in the required languages according to the UN Language Framework.
