Job Overview: The Supply Chain - Procurement Officer plays a crucial role in ensuring that the supply chain functions of DRC operate efficiently and in compliance with established guidelines. This position is integral to the successful implementation of DRC's programs within Ukraine. The officer will oversee procurement support, ensuring that all procurement processes align with the DRC Operations Handbook and relevant donor-specific logistics rules and policies. The role requires collaboration with program staff to effectively support program needs throughout the entire program cycle, ensuring that all goods and services are procured in a timely and efficient manner. The officer will also be responsible for maintaining a comprehensive procurement database, preparing procurement status reports, and optimizing supply chain operations through the establishment of framework agreements. Additionally, the officer will provide technical guidance related to logistics and supply chain management, ensuring that DRC's supplier due diligence processes are effectively implemented in the local context.
Duties and Responsibilities: The Supply Chain - Procurement Officer will have a wide range of duties and responsibilities, including but not limited to: ensuring compliance with DRC's Operations Handbook and donor-specific logistics rules; overseeing the entire procurement process, which includes sourcing suppliers, negotiating contracts, and managing supplier relationships; maintaining and expanding a comprehensive procurement database for goods and services; preparing and updating weekly and monthly procurement status reports; collaborating with program staff to ensure effective support for program needs throughout the program cycle; procuring all necessary goods and services; tracking all orders, purchases, and deliveries; optimizing supply chain operations through the setup of framework agreements; ensuring effective implementation of supplier due diligence processes; accurately applying ERP supply chain processes; and providing technical guidance and support to country operations related to logistics and supply chain management.
Required Qualifications: To be considered for this position, candidates must possess excellent communication and interpersonal skills, enabling them to work collaboratively in a multicultural environment. Strong analytical and problem-solving skills are essential, along with a keen attention to detail. Proficiency in MS Word, Excel, and PowerPoint is required, as well as familiarity with ERP systems and supply chain software. Candidates must hold a Bachelor’s degree in Supply Chain Management, Business Administration, or a related field. Additionally, professional fluency in Ukrainian and a minimum intermediate level of English are mandatory for this role.

Additional Notes: The position offers a fixed-term employment contract lasting 12 months, with a probationary period of 3 months.
