Job Overview: The Resident Coordinator (RC) is the highest-ranking representative of the United Nations development system at the country level. Duties and Responsibilities: The Resident Coordinator is tasked with a wide range of responsibilities, including representing the UN at high levels of government, leading the UN country team in developing and monitoring the UN Cooperation Framework, coordinating system-wide support to the government, and advocating for the SDGs. The RC must engage with various stakeholders, promote human rights and gender equality, and facilitate partnerships at national and sub-national levels. Additionally, the RC is responsible for governance and oversight of country financing instruments, leading communication efforts to promote the 2030 Agenda, and ensuring the security" style="border-bottom: 1px dotted #007bff !important;">security of UN personnel. Required Qualifications: Candidates must possess a Master's degree or equivalent postgraduate qualification in fields such as development studies, international relations, political science, economics, social sciences, human rights, or law. A first-level university degree with relevant experience may be accepted in lieu of an advanced degree. Over 15 years of substantive experience in leadership roles at the international level is required, including five years in development, human rights, or humanitarian work at the country level. Previous experience as a Resident Coordinator or in senior-level inter-agency coordination is essential. Candidates should also have experience in security decision-making in complex environments and strong negotiation skills.
Educational Background: A Master's degree or equivalent postgraduate qualification is required, preferably in development studies, international relations, political science, economics, social sciences, human rights, law, or closely related fields. A first-level university degree may be accepted if combined with relevant experience.
Experience: Candidates must have over 15 years of substantive experience in leadership roles at the international level, including five years of cumulative experience in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside of their own country. Previous experience as a Resident Coordinator is required, along with senior-level inter-agency coordination experience. Experience in managing multi-sectoral humanitarian assistance operations and working with senior government officials in politically sensitive environments is desirable.
Languages: English is required at UN Level III proficiency, while Arabic is desirable at the same level. The working languages of the United Nations Secretariat are English and French, with English being mandatory for this position.
Additional Notes: The selected candidate may be designated as Humanitarian Coordinator by the Emergency Relief Coordinator. The position is classified as a B duty station, with a duration of assignment of four years, subject to change based on the hardship classification. Baghdad is a non-family duty station, and eligibility is limited to candidates who are members of the Resident Coordinator Pool.
