Job Overview:
The National Consultant will be responsible for conducting a Baseline Survey for the Sustaining the Gains Joint Programme, which aims to strengthen accountability to gender equality and women's rights in Zimbabwe. This position requires the consultant to establish qualitative and quantitative Key Markers of Success for the Joint Programme, analyze the Programme’s Theory of Change and Results Framework, and provide insights on strategic issues during the implementation of the programme’s interventions. The consultant will work closely with the UN Women Deputy Country Representative and the Joint Programme Coordinator, contributing to the overall objectives of the programme and ensuring that gender equality and women's rights are prioritized in Zimbabwe's development agenda.

Duties and Responsibilities:
The consultant will be tasked with several key deliverables, including:
  • Developing an inception report outlining the approach and methodology for the Baseline Survey, including tools, targeted stakeholders, and a detailed workplan.
  • Conducting surveys, interviews, and consultations to gather quantitative and qualitative data as per the agreed methodology.
  • Interacting with and presenting findings to the Sustaining the Gains Inter-Agency Joint Programme Team and other relevant stakeholders.
  • Submitting a final Baseline Study Report that includes an executive summary, methodology, findings, and conclusions, along with a 2-4 page summary brief of key data points.
  • Ensuring that all consultancy reports are provided in both print and electronic formats, with a detailed description of tasks fulfilled according to the Terms of Reference.

Required Qualifications:
Candidates must possess advanced university degrees (master’s or higher) in gender & development, social science research methods, monitoring & evaluation, or related disciplines. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A Monitoring & Evaluation certification is considered an added advantage. Candidates should also demonstrate a strong background in Monitoring & Evaluation, research, and knowledge generation in gender and development, with at least 5 years of progressively responsible work experience in these areas.

Educational Background:
The educational requirements for this position include an advanced university degree in relevant fields such as gender & development, social science research methods, or monitoring & evaluation. Alternatively, a first-level university degree along with two additional years of relevant experience may suffice. A certification in Monitoring & Evaluation is also beneficial for applicants.

Experience:
The position requires at least 5 years of progressively responsible work experience that combines Monitoring & Evaluation, research, and knowledge generation in gender and development, gender equality, or women's empowerment. Candidates should have experience facilitating consultations with diverse stakeholders on gender issues at the national level, possess excellent analytical skills, and demonstrate a strong drive for results while being capable of working independently.

Languages:
Fluency in English is mandatory for this position. Additionally, knowledge and fluency in Shona or Ndebele are considered assets that would enhance the candidate's suitability for the role.

Additional Notes:
This consultancy is home-based, meaning the consultant will work remotely using their own computer and office supplies. There is no requirement for official travel during this assignment. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on misconduct. Selected candidates will undergo rigorous reference and background checks, including verification of academic credentials and employment history.
