Job Overview:
The Responsable Finance will lead, prepare, administer, and control the budget while managing the activities of a team of financial analysts. This role involves reviewing and approving recommendations related to financial planning and control, providing relevant fiscal information to the management team or senior leadership. The position also participates in the development and management of internal financial audits and may develop an official reporting system to communicate audit results to management and regulatory oversight bodies. The individual will ensure leadership and technical guidance for compliance with Generally Accepted Accounting Principles (GAAP) and may require knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulation (FAR). Experience in managing overall support and compliance functions in organizations funded by government funds, contracts, grants, foundations, and commercial sources is essential. The role also includes selecting, developing, and evaluating staff to ensure the effective operation of the finance function.

Duties and Responsibilities:
The primary duties include examining and analyzing monthly financial reports concerning budgets, both actual and forecasted. The Responsable Finance will provide recommendations and consult with management on financial projects and compliance with standards. Participation in annual budget planning, audit revisions, and assessments is required. The role engages in the most critical and confidential aspects of analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, requiring broad conceptual judgment, initiative, and the ability to handle a wide range of financial issues. The individual will work with confidential data, where disclosure could have significant internal and/or external effects. Staying updated on the latest trends in financial accounting and mentoring staff is also part of the responsibilities. The position involves developing and training staff on financial policies and procedures, GAAP practices, and client relations, along with performing other assigned tasks.

Required Qualifications:
Candidates must possess a deep understanding of accounting concepts, practices, and procedures, as well as financial control and financial information systems. Excellent oral and written communication skills are essential, along with demonstrated organizational and presentation skills. Proven project management skills are required, with the ability to influence, motivate, negotiate, and collaborate with others. A solid understanding of federal and state laws and regulations impacting financial analysis and management controls is necessary. Knowledge of the Sarbanes-Oxley Act (SOX) and experience with automated financial reporting systems, government accounting practices, CAS, and FAR is also required. Strong organizational, supervisory, leadership, and management skills are essential, along with the ability to provide strategic leadership and guidance to the team, share information, and collaborate with colleagues and peers both within and outside the organization.

Educational Background:
A bachelor's degree in finance, accounting, or a related field is required. A master's degree or professional certification (such as CPA or CMA) is preferred and may enhance the candidate's qualifications for the role.

Experience:
Candidates should have prior experience working within a non-governmental organization (NGO) and experience in an international organization is preferred. The role requires a solid background in financial management and compliance, with a proven track record of managing financial functions effectively.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in the local language of the host country is required if necessary for the role.
