Job Overview:
The Senior People and Culture Officer is responsible for defining the strategic direction regarding personnel and culture for the office in the Democratic Republic of the Congo (RDC). This role involves overseeing and managing human resources to ensure operational efficiency and effectiveness within the office. The officer will develop effective processes by collaborating with subject matter experts, end-users, and management to identify workflow gaps in functional areas such as benefits administration, compensation, employee relations, HRIS (Human Resource Information System), payroll, and training & development. The officer will interpret policies and practices, ensuring compliance with national laws and regulations related to compensation, benefits, employment, payroll, and, where applicable, workers' compensation. Additionally, the officer will manage employee relations issues, serve as a point of contact for team members regarding their personal employee information, conduct new hire orientation sessions, and may facilitate exit interviews. The role requires preparing special reports using HRIS data and ensuring that the office adheres to best practices in employment standards and FHI 360 policies.

Duties and Responsibilities:
Under the supervision of the People and Culture Manager, the Senior People and Culture Officer will serve as an experienced resource in various areas, including but not limited to HRIS, compensation, benefits, recruitment, payroll, and training and development. The officer will ensure that the project office adheres to best practices in employment standards, organizational culture policies, and FHI 360 procedures. Responsibilities include assessing complex issues arising within the office, evaluating them, and recommending solutions. The officer will proactively promote positive client relationships and mentor others to ensure client satisfaction. The officer will create and streamline reports and processes, lead onboarding processes for new employees, and manage separation/exit interviews. Additionally, the officer will prepare and maintain all personnel records (both physical and electronic), ensuring that all staff information is up-to-date, accurate, and properly filed. The officer will conduct HR trend analyses and reporting activities to identify opportunities and recommend solutions. The officer will develop and implement procedures, including communication plans, new employee orientation, and training programs. The officer will ensure timely responses and resolutions to employee inquiries by monitoring response times from others. The officer will identify frequently asked questions and make recommendations on how information should be communicated to staff. The officer will identify and resolve overarching business issues through a thorough understanding of labor law, organizational behavior, change management, best practices, and company policy. The officer will manage continuous improvement initiatives and constantly seek ways to streamline or enhance the user experience. The officer may conduct surveys and resolve common employee relations issues. The officer will execute any other related tasks/responsibilities as assigned.

Required Qualifications:
The position requires a Bachelor's degree or its international equivalent. Additional relevant professional/management certifications would be an asset. The candidate should possess advanced skills in the MS Office suite (Word, Outlook, Excel, PowerPoint, and Access) and HRIS/Payroll systems. Previous work experience within a non-governmental organization (NGO) is a plus. The candidate should have a strong understanding of HR best practices and be able to apply them effectively in the workplace.

Educational Background:
A Bachelor's degree or its equivalent is required for this position. Relevant professional certifications in human resources or management would be considered an advantage, enhancing the candidate's qualifications for the role.

Experience:
The candidate should have generally 7 years or more of experience in comprehensive HR administrative support within an office environment. This experience should include a solid understanding of HR functions and the ability to manage various HR-related tasks effectively.

Languages:
Fluency in French is mandatory, given the location of the job in the Democratic Republic of the Congo. Proficiency in English would be considered a valuable asset, enhancing communication with international teams and stakeholders.

Additional Notes:
The position is based in Kolwezi, Democratic Republic of the Congo, and may involve working in a typical office environment. The role may require long hours in front of a computer screen and performing repetitive tasks at a keyboard. The candidate should be able to sit and stand for extended periods and lift/move up to 2.5 kg (approximately 5 lbs).
