Job Overview: The HR Officer position at DRC is a critical role that encompasses a wide range of responsibilities aimed at supporting the organization's human resource functions. The successful candidate will act as an HR generalist, providing essential support to both the Field office and the country office in Addis Ababa. This role is pivotal in ensuring that HR processes are executed efficiently and in accordance with DRC's policies and procedures. The HR Officer will be responsible for managing day-to-day HR administrative tasks, facilitating employee onboarding, maintaining the ERP system with accurate HR data, and addressing staff concerns. Additionally, the position involves overseeing payroll processes, ensuring compliance with legal requirements, and maintaining accurate employee records. The HR Officer will play a key role in fostering a positive work environment and supporting the overall well-being of employees.
Duties and Responsibilities: The HR Officer will have a comprehensive set of duties and responsibilities, including but not limited to: assisting in the onboarding process for new hires, organizing orientation sessions, and ensuring that all new employees receive proper training and support. The officer will be responsible for managing the HR systems, ensuring that all staff are accurately hired or terminated in DRC Dynamics, and that all necessary checklists and user manuals are completed. The role also includes processing payroll, managing employee benefits, and ensuring timely salary payments. The HR Officer will work closely with managers to ensure that contracts are extended on time and will draft necessary contract amendments. Furthermore, the officer will be involved in performance appraisal processes, recruitment activities, and employee well-being initiatives. Other responsibilities include maintaining HR filing systems, compiling quarterly HR reports, and providing HR input for various organizational tasks as assigned by the HR and Admin Manager.
Required Qualifications: Candidates must possess a minimum of 2 years of relevant experience in human resources management, administration, change management, or organizational development. Technical skills in managing compensation and benefits are essential, and experience within an international non-governmental organization (INGO) is preferred. Proficiency in MS Word, Excel, and PowerPoint is required, along with experience using online recruitment systems. Candidates should demonstrate excellent communication skills, both written and verbal, and must have advanced proficiency in English. Fluency in the local language, Amharic, is also necessary for effective communication within the organization and with local stakeholders.
Educational Background: The educational background required for this position includes a diploma or bachelor's degree in Human Resource Management or a related field. Relevant certifications or licenses in human resources will be considered an advantage. The educational qualifications should provide a solid foundation in HR principles, practices, and legal requirements, equipping the candidate with the necessary knowledge to perform effectively in the role.
Experience: The HR Officer position requires a minimum of 2 years of relevant experience in human resources management or related fields. Candidates should have a proven track record of managing HR processes, including recruitment, onboarding, payroll management, and employee relations. Experience in an INGO setting is highly desirable, as it provides insight into the unique challenges and requirements of humanitarian work. The candidate should also demonstrate technical competencies in managing compensation and benefits, as well as experience in change management and organizational development.
Languages: Fluency in written and spoken English is mandatory for this position, as it is the primary language of communication within the organization. Additionally, proficiency in Amharic is required to facilitate effective communication with local staff and stakeholders. Knowledge of other languages may be considered an asset but is not mandatory.
